About this file
This document is a Question and Answer (Q&A) file for a federal contract opportunity involving a public address and communication system for an indoor firing range. The requirement includes a PA system with specific technical specifications such as achieving 110 dBA sound levels across 7 evenly distributed firing points, wireless and wired communication options, and a gooseneck or handheld push-to-talk microphone. Key system requirements include hands-free wireless headset operation, volume control flexibility, and a 30-minute UPS backup for the entire PA system.
The contract is a new procurement under the NAICS code 238210 (Electrical Contractors), with the rack equipment to be installed in a side storage room. The space has 17.75-inch wide and 61.5-inch high rack space, one power outlet, and existing conduit for potential cable reuse. The system must provide uniform sound coverage, support hearing protection, and allow volume adjustments, potentially from a control tower. The solicitation is an independent contract effort, and the government will not provide a room diagram. Specific details like budget information were marked as "Information NOT to share".

# Question Answer
We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.
New contract
If not brand new, could you please provide the current / previous contract number?
N/A
3 Will a wireless handheld work for you folks? both wireless and wired works
This document references a firing range, which suggests that the space may be located outdoors. Could you please confirm?
Indoor range
If the range is indoors, would you be able to provide a room diagram for reference?
At this time we will not be providing a room diagram.
The requirement states 110 dBA at the firing line. Is this a continuous output level or peak SPL?
This the the requirment that the system must be able to attain so commands are relayed at 110b as they are on the firing line. This is so they can hear range commands during operation of the ventilation or while weapons firing is occuring.
Should the system provide even coverage across the firing line
(uniform SPL), or is SPL at a single measurement point acceptable?
There are 7 firing points evenly distrubuted across the firng line.
Each point should have the same level noise. IE (it should not be louder on point 1 and quiet on point 7).
Will the new rack location remain in the side storage room, or is there flexibility?
The new rack must remain inside the storage room.
What is the available rack space (U height, depth, ventilation, power)?
There is a lot of space in the rack currently. 17.75in wide and 61.5in High. Currently one power outlet with two plugs. No fan for ventilation. Only one shelf currently sits in the rack the rest is empty space.
Is there existing conduit, cable pathways, or cable conveyance available for reuse?
yes but depending on much wire can fit through the width of space in the tubes.
For the push-to-talk microphone, should it be gooseneck, desktop, or handheld?
Goose nect perfered. Hanheld is also ok.
For the wireless headset microphone, is the expectation hands-free operation while wearing hearing protection?
yes
Should the wireless mic system have redundancy (dual transmitters) or just a single unit?
The one that best fit for the requirement
Should the attenuator (volume control) be analog wall-mounted or integrated as part of a digital control interface?
Either is fine as long as we can adjust it. If we can adjust it at the control tower even better.
What is the desired backup runtime for the UPS (e.g., 15 minutes, 30 minutes)?
30 Min
Should the UPS support just the amplifier and mic system or the entire rack?
It should support the entire PA system
If it is new, could you kindly advise if there is an allocated budget for this requirement and, if so, the amount?
Information NOT to share
The NAICS code for this procurement is currently noted as 238210 (Electrical Contractors). Would the government consider adding and or changing the NAICS code to either 332994 (Small Arms Ordnance and Ordnance Accessories) or 339920 (Sporting and Athletic Goods Manufacturing) as these are two of the most common NAICS codes used when procuring items for a small arms range.
The contracting officer has determined the NAICS code listed for this action to be the best fit under the current requirements.
Should this estimate be submitted based on installing in conjunction with the shooting stalls or as an individual installation at a potentially later date?
This is an independent contract effort.
