About this opportunity

The Department of Energy's Fermi National Accelerator Laboratory (FermiLab), through Fermi Forward Discovery Group, LLC, seeks qualified contractors to perform monthly and annual inspection, testing, and maintenance of cathodic protection systems protecting underground natural gas and water piping infrastructure, with proposals due September 18, 2026, and questions due September 9, 2026. This is a total small business set-aside with NAICS 541330, Engineering Services.

Place of performance is Batavia, Illinois, spanning Kane and DuPage Counties. The contractor must provide qualified personnel, calibrated and certified equipment, and documentation to inspect 31 underground natural gas pipeline test stations and 19 impressed current rectifier stations serving water piping and test beam systems. Monthly inspections must be submitted within one week of completion; annual inspections must be submitted within twelve business days, including inspection data, trend analysis, and corrective action recommendations. Work is performed under Service Contract Act prevailing wage requirements per U.S. Department of Labor wage determinations for Kane and DuPage Counties. Contractors must demonstrate minimum five years relevant cathodic protection systems experience and submit at least three past performance projects from the preceding five years. Workers must possess REAL ID, complete subcontractor orientation and relevant safety training (NFPA 70E, LOTO, OSHA 10/30), and comply with 10 CFR 851 (DOE Worker Safety and Health Program), OSHA standards, and comprehensive site-specific safety protocols including Job Hazard Analyses and pre-job briefings.

The contract is Firm Fixed Price for a base year (October 1, 2026–September 30, 2027) plus two option years. Contractor must maintain commercial general liability ($1 million per occurrence / $2 million aggregate), automobile liability ($1 million combined single limit), excess/umbrella liability ($1 million per occurrence), and workers' compensation with statutory Illinois limits.
