AMENDMENT NO. 2 TO REQUEST FOR PROPOSALS SM-381952
This is Amendment No. 2 to RFP SM-381952 for Cathodic Protection Maintenance Services, issued by Fermi Forward Discovery Group, LLC (FFDG) on September 16, 2026. The original RFP was issued July 29, 2026, with a proposal due date of September 18, 2026. The services involve monthly and annual inspection and maintenance of 19 impressed current rectifiers located at the Fermilab facility in Batavia, Illinois, with approximately 50 total inspection locations. All equipment is located outdoors, with some rectifiers in restricted areas requiring badge access and initial escort accompaniment. Offerors must submit one lump-sum annual price per contract year, with separate pricing for option years allowed to escalate. Monthly inspections will be invoiced upon completion, and annual inspections will be invoiced annually upon completion. Services are subject to the Service Contract Act, requiring covered employees to receive applicable prevailing wage and fringe benefits per U.S. Department of Labor wage determinations for Kane and DuPage Counties.
Key requirements include: workers must possess REAL ID and complete subcontractor orientation plus relevant safety training (NFPA 70E, LOTO, OSHA 10/30); normal working hours are 7:30 AM to 4 PM Monday–Friday; at least one day advance notice is preferred for visits; Fermilab will provide approximately three years of prior inspection reports; routine replacement items (fuses, wire, terminals, connectors) and current interrupters for measurements are the contractor's responsibility; and no specialty surveys (CIS, interference, continuity) are required. The contracting office contact is Dustin Hansrote at hansrote@fnal.gov. Amendment acknowledgment is required prior to the proposal due date, with all other terms and conditions of the original solicitation remaining unchanged.

QUESTIONS AND ANSWERS
This Amendment incorporates the following questions received from Offerors and Fermi Forward Discovery Group, LLC (FFDG) responses into Solicitation No. SM-381952.
1. Question: Can you confirm if this project will require certified payroll and prevailing wage reporting?
Answer: These services are subject to the Service Contract Act (SCA). Certified payrolls are not required; however, covered service employees must be paid the applicable minimum wages and fringe benefits established by the U.S.
Department of Labor wage determinations for Kane and DuPage Counties, as applicable.
2. Question: The statement of work requires inspection of 19 impressed current stations/rectifiers. This statement does not seem to distinguish between rectifiers and test stations. What is the total number of rectifiers included in the system?
Answer: There are 19 impressed current rectifiers.
3. Question: Do you know if the rectifiers are equipped with remote monitoring units (RMUs) with interruption capability?
Answer: No, the rectifiers are not equipped with RMU’s with interruption capability.
4. Question: What training, badging, background checks, or security requirements apply?
Answer: Any workers coming onsite will need to have a REAL ID. General site hazard training in the form of subcontractor orientation will be provided. Workers will need to provide proof of any relevant training through their employer (NFPA 70E, LOTO, OSHA 10/30, etc.).
5. Question: What are normal working hours?
Answer: Normal working hours are 7:30 AM – 4 PM, Monday – Friday.
6. Question: Will Fermilab provide previous monthly and annual inspection reports? and how many years of data will be provided?
Answer: Fermilab can provide around 3 years of prior monthly and annual inspection reports.
7. Question: Is there information on the location of the impressed current rectifiers? and What is the access requirements for them? Are any locations inside secure, radiological, electrical, accelerator, or restricted areas?
Answer: There are not currently drawings showing the location of the impressed current rectifiers. All are located outdoors. Some are located in restricted areas that will require badge entry through gates to access. Escorts can and will be provided to take workers to the required locations initially.
8. Question: Are escorts required? Will the contractor have independent access after completing site/security requirements? How much time should bidders allow for site access, badging and training?
Answer: Escorts may not be required long-term, once workers are familiar with the site, the locations of the system, and have all required training & access. Workers should plan on badging appointment/subcontractor orientation plus some required training to take around one (1) work day.
9. Question: Should bidders price one lump-sum annual amount or monthly/annual line items?
Answer: Bidders should provide one lump sum annual price for each contract year. Monthly inspections will be invoiced monthly as they are completed, and the annual inspection will be invoiced annually upon completion.
10. Question: Drawing Sheet 28 is missing from Exhibit 11, can this sheet be provided?
Answer: The missing Sheet 28 is attached.
11. Question: How much advance notice is required for each visit?
Answer: At least one day of notice would be preferred, preferably a few days, in case escorts need to be lined up.
Especially for the annual inspections.
12. Question: Are all 50 locations accessible by normal vehicle?
Answer: Yes.
13. Question: Are any locations inside secure, radiological, electrical, accelerator, or restricted areas?
Answer: As mentioned above, all of this equipment is located outdoors. Some rectifiers/test stations are located in restricted areas that will require badge entry through gates to access.
14. Question: If instant-off readings are required, who is responsible for supplying and installing interrupters?
Answer: Current interrupters required for measurements performed on these systems are to be provided by the subcontractor.
15. Question: How many rectifiers or other CP current sources must be interrupted simultaneously?
Answer: Fermilab does not have information available regarding the number of rectifiers or other cathodic protection current sources that must be interrupted simultaneously.
16. Question: Are neighboring or foreign CP systems present? and if so, and if required, will Fermilab coordinate interruption of systems not under this contract?
Answer: Not applicable to this contract.
17. Question: What AMPP/NACE certification level is required for field personnel and technical review?
Answer: We do not have a specific certification level requirement for workers, just what is recommended by the employer for qualification to service and maintain this equipment.
18. Question: Are fuses, wire, terminals, connectors, and similar routine items included in the annual/monthly FFP, and does Fermilab stock any proprietary rectifier components?
Answer: If any routine items are discovered to need replacement during this maintenance, it would be expected that this would be provided by the subcontractor as a part of this contract. Fermilab does not stock any rectifier components.
19. Question: Are any CIS, interference, continuity, or other specialty surveys included?
Answer: No.
20. Question: Are there known deficient systems today? If so, can a list be provided?
Answer: There are some systems known to be deficient, and this information can be provided upon award.
21. Question: Are option-year prices to be separately stated and may they escalate?
Answer: Yes. Offerors shall separately state their proposed price for each option year. Option-year prices are not required to be the same and may reflect anticipated cost increases. The price proposed for each option year shall be firm fixed price for that option period.
