About this opportunity
The United States Marine Corps is seeking catering services to support exercises within the INDOPACOM region at Camp Rodolfo (MBRP) and Oyster Bay in Palawan Island, Philippines. This requirement mandates that vendors provide breakfast and dinner meals daily, with service times specified in the Performance Work Statement, and vendors must supply all equipment, facilities, and labor for meal preparation and delivery. A critical qualification requirement is that all interested vendors must obtain a completed Food Water Risk Health Assessment (FWRA) from a qualified Environmental Health Officer and submit it with their proposal; the Assessment Instruction Memo must be submitted at least five working days prior to conducting the FWRA. Contract award will be based on mobilization time, technical acceptability per PWS requirements, price, and past performance evaluation. The pre-solicitation notice was posted on March 18, 2026, with a due date of April 1, 2026 for interested parties to submit questions or indicate interest.
There is no set-aside designation for this procurement, and there is currently no incumbent contractor performing these services. The requirement calls for approximately 9,562 total meals to be provided across multiple contract line items, with vendors required to serve 100 service members every 30 minutes while maintaining strict performance standards including 100% sanitation compliance, 95% menu item delivery timeliness, and 99% headcount accuracy. The contract will be awarded on a firm-fixed-price basis, though specific budget ranges are not disclosed in the pre-solicitation notice. FWRA assessments are valid for six months from the date of assessment, and if a facility is contracted, it is authorized for only 30 days of contract use before another FWRA must be completed, requiring vendors to plan for ongoing compliance and reassessment cycles throughout performance.
