About this file

This document is a guidance memorandum issued by U.S. Indo-Pacific Command (USINDOPACOM) in November 2021 establishing procedures and requirements for Food and Water Risk Assessments (FWRAs) within the USINDOPACOM Area of Responsibility. FWRAs are designed to identify foodborne and waterborne hazards at overseas eating establishments contracted to supply subsistence for U.S. Department of Defense (DoD) personnel when DoD-approved food sources are unavailable. The assessments evaluate and communicate public health risks in accordance with DoDD 6200.04 (Force Health Protection) and DoDI 6490.03 (Deployment Health), enabling U.S. Forces to prioritize and implement health risk mitigation strategies.

FWRAs are required for all establishments contracted to supply food purchased with appropriated or non-appropriated funds (NAF) for DoD use, including overseas hotel restaurants, restaurant caterers, and foreign military dining facilities, unless facilities are listed in the Worldwide Directory of Sanitarily Approved Food Establishments for Armed Forces Procurement. The assessments are not required for hotel restaurants where U.S. personnel are lodged with authorized per diem, and do not cover commercial food manufacturing facilities, which fall under MIL-STD-3006C standards. FWRAs should be conducted no later than 60 days prior to event execution, with assessors ideally conducting no more than two assessments per day. Findings are scored as Extremely High, High, Moderate, or Low based on hazard severity and likelihood. Water samples are collected from kitchen sinks for microbiological analysis only, and food testing is not conducted. Assessment reports, water testing results, and after-action reports must be provided within two weeks of completion. The document designates the Public Health Command - Pacific and United States Army Pacific as primary points of contact for FWRA coordination and support.

Food and Water Risk Assessments (FWRAs)

NOV 2021

FWRA Purpose and Intent:

FWRAs are designed to identify foodborne and waterborne hazards during missions where DoD approved sources of food and water may not be available for use. The intent of a FWRA is to evaluate and communicate notable public health risks for troop feeding IAW DoDD 6200.04, Force Health Protection and DoDI 6490.03, Deployment Health. Based on these communicated risks, U.S.

Forces can prioritize and implement health risk mitigation efforts.

Background:

The FWRA is a risk assessment and does not

"approve" or "disapprove" a specific facility.

Findings are scored in relation to the potential severity of a hazard and the probable likelihood that this hazard will occur with an impact on the mission being the baseline for assessment. Risk findings are be scored as: Extremely High;

High; Moderate; or Low.

The FWRA identifies high-risk foods, practices, and environments associated with food procurement, storage, transportation, preparation, and service. Based on these identified risks, the assessor will provide recommended mitigation strategies to reduce the potential of foodborne illness among U.S.

forces.

FWRAs are used to assess OCONUS eating establishments, e.g. hotel restaurants, restaurant caterers, and foreign military dining facilities.

FWRAs are not required for hotel restaurants where U.S. personnel are lodged and authorized per diem.

FWRA assessments are valid for six months from the date of assessment or at the end of the associated exercise, whichever is sooner.

When FWRAs are required:

FWRAs are required for ALL establishments contracted to supply subsistence purchased with appropriated or non-appropriated funds (NAF) for DoD use, when listing in the Worldwide Directory of Sanitarily Approved Food Establishments for Armed Forces Procurement is not feasible.

It also applies when DoD funds are used to purchase food for non-DoD consumption at DoD sponsored events.

FWRAs do NOT cover commercial food manufacturing facilities, including bottled water manufacturing facilities.

Commercial food manufacturing facilities are covered under MIL-STD-3006C, Sanitation Requirements for Food Establishments and require a much more detailed sanitation audit of the establishment producing the item.

FWRA Procedures:

FWRAs should ideally be performed no later than

60 days prior to event execution to allow sufficient time for contract processing.

Assessors should be included in an in-country planning conference or pre-deployment site survey, allowing them to perform the FWRAs during this time.

Planners and/or contracting officers provide the assessor with the name of the establishment, address, phone, e-mail, names of key personnel, and list of food/food services for troop feeding, as well as the amount of food required to support the event.

Planners and/or contracting officers will coordinate and schedule the FWRAs for each establishment in conjunction with the FWRA assessor, along with the communicating the intent of the assessment to each establishment.

Additional requested information from exercise/event planners includes what is the meal plan, # of PAX to be fed and how often, length of the exercise/event, and so on.

If the event requires catered meals, the assessor needs to know the distance from the establishment to the event site, and if the catered meals will be transported by U.S.

government/procured vehicles or the establishment’s vehicles?

Ideally, the assessor will conduct no more than two FWRAs per day.

FWRAs

NOV 2021

The FWRA report, AAR, water samples, and cover memo will be available approximately two weeks after the assessment.

If travelling as part of a planning or PDSS team, the FWRA assessor will provide a verbal or written backbrief to the appropriate exercise planners before redeploying. This backbrief will give a short summary of the results of the assessments performed, and any other pertinent information

The FWRA report, AAR, water testing results, and cover memo will be available no later than two weeks after the assessment.

Water samples:

Water samples will be taken from a sink within the kitchen for basic microbiological analysis only. The "water" aspect of the FWRA assesses the water supply to the restaurant only as it applies to food preparation and service and does not apply to bottled water. Food testing is NOT conducted during FWRAs.

Rank order of food establishments:

"Rank order" is a method to communicate to the Exerc ise Commander the assessor’s estimate of the safest facilities based on their ability to procure, produce, and serve wholesome food.
