About this file
This is a Questions and Answers document for a pre-solicitation catering services contract. The requirement is for catering services at Camp Rodolfo (MBRP) and Oyster Bay facilities in Palawan Island, Philippines, in support of the United States Marine Corps INDOPACOM region exercises. The contractor must provide two meals daily (breakfast and dinner) with service times specified in the attached Performance Work Statement, and meal volumes may fluctuate based on operational needs with coordination through the assigned technical point of contact post-award. The Government will not furnish any equipment or facilities; contractors must provide a complete offsite or hybrid food service solution with their own kitchen equipment, storage, and serving capabilities. No incumbent contractor currently performs these services.
The contract will be firm-fixed-price, awarded based on mobilization time, technical acceptability per PWS requirements, price, and past performance. All offerors must obtain a completed Food Water Risk Health Assessment (FWRA) from an Environmental Health Officer and submit it with their proposal; FWRA assessments are valid for six months and facilities are authorized for only 30 days of contract use before reassessment is required. Contractors must coordinate base access through the Armed Forces of the Philippines (AFP) using a base access request (BAR) prior to performance commencement and ensure compliance with federal, state, and DoD nutritional standards, allergen protocols, and food safety requirements outlined in the PWS. The contract may be extended for up to half the initial Period of Performance, though no ancillary or special event catering services are included in the base requirement.
