About this opportunity

The Department of the Army, U.S. Army Corps of Engineers, is soliciting proposals for the Cano Martin Pena Ecosystem Restoration Project (CMP-ERP) Contract 3 Phase 1, focusing on excavation and stabilization work in San Juan, Puerto Rico. The contract encompasses comprehensive site development including dredging operations, debris removal, steel sheet pile installation, and bridge protection measures across multiple locations including the Ciudad Deportiva Roberto Clemente Material Management Area, San Jose Lagoon access channels, and various aquatic disposal pits. Contractors must provide all labor, materials, equipment, and supervision for mechanical dredging, dredged material management, environmental monitoring, pile installation, and riprap revetment construction. The contract will be awarded using a best value trade-off evaluation process, with past performance weighted more heavily than price considerations. The proposal submission deadline is August 11, 2025, following amendments that rescheduled the pre-proposal conference and site visit to May 15, 2025, and incorporated aerial images and presentation materials.

This solicitation operates under full and open competition with no set-aside designations, utilizing NAICS code 237990 with a small business size standard of $45 million. The estimated construction cost ranges between $25 million and $100 million, with a performance period of approximately 1,363 days and liquidated damages of $6,505 per calendar day for delays. The project involves excavating and stabilizing a 900-meter main channel, dredging a 3,000-meter access channel across San Jose Lagoon, constructing a 450-meter transition channel, and building a 61-meter riprap channel at the Barbosa Bridge. Performance will occur in San Juan, Puerto Rico, with the contractor required to perform at least 30% of the work directly and provide bid bonds equivalent to 20% of the bid price or $3 million. The site visit attendance list reveals significant industry interest from major firms including Cashman Dredging, Great Lakes Dredging & Dock, and multiple regional construction companies.
