About this file
These pre-proposal conference slides detail the Caño Martín Peña Ecosystem Restoration Project (CMP) Contract 3 Phase 1, a U.S. Army Corps of Engineers project in San Juan, Puerto Rico. The project aims to restore the tidal connection between San José Lagoon and San Juan Bay by excavating and stabilizing a 900-meter channel, with an estimated construction cost between $25-100 million. Key contract details include a firm-fixed-price solicitation (W51DQV25RA004), full and open competition, an estimated 1,363-day performance period, and a bid submission deadline of June 17, 2025 at 2:00 pm AST via the Procurement Integrated Enterprise Environment (PIEE).
The project involves multiple complex engineering tasks, including developing a Material Management Area, preparing disposal pits, dredging access and transition channels, installing steel sheet pile walls, protecting bridges from scour, and managing environmental considerations. Construction challenges include working in densely populated areas with narrow access routes, managing high volumes of solid waste, and maintaining strict water quality standards. The contractor will be required to perform at least 30% of the work, submit a bid guarantee of 20% of the bid price (or $3 million), and pay liquidated damages of $6,505 per calendar day of delay. Subcontracting plans will be required for non-small business firms.

PURPOSE
The Caño Martín Peña Ecosystem Restoration Project (CMP) aims to re-establish the tidal connection between the San José Lagoon and the San Juan Bay (SJB), which would improve dissolved oxygen levels and salinity stratification, increase biodiversity by restoring fish habitat and benthic conditions, and improve the functional value of mangrove habitat within the San Juan Bay Estuary.

30.5 meters wide (bottom) 3:1 slope riprap gradation size: D50 (0.23 meters) riprap layer size: 0.51 meters
CONSTRUCTION CONSIDERATIONS
Limited access: Most of the access routes are local roads (narrow streets) with adjacent residential structures vulnerable to damages
Construction on the wet: Diversion of the channel won't be allowed
Activities below Barbosa and Moscoso Bridges: Low vertical clearance
Higher solid waste (garbage, debris): Percentage of solid waste could be higher than the percentage assumed during design
Dredged material management: Material management must comply with the Water Quality Certificate, state and federal laws.
Water quality in the SJL: turbidity control, controlled placement of the sediments into the pits to limit the release of grey waters.
Water releases from the MMA : Water returning into water of the US must be tested and comply with the Water Quality Certificate before release
Community Outreach: Working in Caño Martín Peña area requires coordination with ENLACE (NFS) and the G-8 due to the proximity of residential structures and dense population
