About this opportunity
The Bureau of Land Management Alaska State Office seeks snow plowing and removal services at the Campbell Tract Facility in Anchorage, Alaska, with quotes due October 14, 2026. The procurement is a small business set-aside under FAR Part 12 with a firm fixed-price contract anticipated for a single awardee.
Place of performance is the Campbell Tract Facility in Anchorage. The service area encompasses approximately 1.3 miles of two-lane paved roads, 15,000 square yards of parking (paved and aggregate), 1,600 linear feet of paved sidewalks (1,000 feet at CCSC and 600 feet at CTF Admin), entrances, steps, and landings. The base period runs November 4, 2026, through April 30, 2027, with four optional one-year renewal periods extending through April 30, 2031.
Automatic plowing operations commence when overnight snow accumulation reaches two inches on level surfaces, with all Priority 1 areas (including Entry Road and the 600 linear feet of CTF Admin sidewalks and ramps) required to be cleared by 6:00 AM Monday through Friday, including Monday mornings following weekend snowfall. Priority 2 areas must be cleared by 9:00 AM. During business hours, operations begin automatically if accumulation reaches three inches or drifting exceeds six inches. The contractor is responsible for all labor, equipment, materials, supervision, and tools and bears sole responsibility for any property damage caused by snow removal operations.
The NAICS code is 561730 with a $9.5 million size standard; PSC is S218. Evaluation is Lowest Price Technically Acceptable, with technical acceptability requiring a "Pass" on equipment and staffing capacity to clear Priority areas by deadlines, experience and past performance on comparable commercial installations, and operational conformance with material segregation (Calcium Chloride for concrete, Rock Salt for asphalt) and geographic piling restrictions. The Service Contract Labor Standards Wage Determination for Anchorage and Matanuska-Susitna counties applies. Offerors must carry Commercial General Liability coverage ($1,000,000 per occurrence minimum), Automobile Liability ($1,000,000 combined single limit), and Workers' Compensation ($100,000 employer's liability minimum), with the U.S. Government named as additional insured. Questions are due 5:00 PM Alaska Time October 9, 2026, to lisa_brune@ios.doi.gov. Amendments 0001, 0002, 0003, and 0004 (issued September 22 through October 7, 2026) clarified pricing structure, technical subfactors, sidewalk priorities, and operational scheduling requirements. Site visits are encouraged during normal business hours.
