About this file
This is a Questions and Answers document for BLM Alaska Solicitation 140L6326Q0035 addressing clarifications on snow plowing and removal services at Campbell Tract Facility in Anchorage, Alaska.
Key clarifications include: debris collected on-site may be placed in on-site dumpsters rather than hauled off government property; past performance on commercial snow plowing sites of comparable size and scope satisfies the experience subfactor; billing is structured as one unit per day for complete clearing of all Priority 1 and Priority 2 areas in Appendices 1 and 2, with Priority 1 areas (including Entry Road and adjacent 1,054 SY parking area) required to be cleared by 6:00 AM and Priority 2 areas by 9:00 AM; offerors must provide separate unit pricing for the base period and each of four option periods; the service area includes approximately 1.3 miles of two-lane road, 15,000 square yards of parking, 1,000 linear feet of paved sidewalks, and 600 linear feet of CTF Admin sidewalks; off-site snow disposal is measured in cubic yards by truck-body capacity with the contractor selecting the disposal site and including all associated fees in the cubic-yard rate; no de-icers, sand, or other treatment materials are required beyond plowing and shoveling to bare pavement as weather conditions permit; and insurance requirements for first-tier subcontractors may satisfy workers' compensation, employer's liability, and automobile liability obligations. The document also confirms that work performed by similarly situated small business subcontractors under NAICS 561730 does not count toward the 50 percent subcontracting limitation.

BLM Alaska Solicitation 140L6326Q0035 Questions and Answers 2
1.
Q. Debris clearing (Amended PWS, Section 4): The requirement reads, "The Contractor shall police and remove all trash and debris from the active work areas prior to commencing snow plowing, and is site dumpsters." Please confirm the intended requirement — specifically, whether collected debris may be placed in the on-site dumpsters rather than hauled off government property.
A. On site dumpsters are available for collection of debris found on site.
2.
Q. Technical Subfactor 2 (Experience & Past Performance): The amended provision still requires a satisfactory performance record on "similar large-scale footprints." Since the service area has been confirmed as limited to the areas shown in Appendix 1, please confirm that past performance on commercial snow plowing sites of comparable size and scope (roads, parking lots, and sidewalks) will satisfy this subfactor.
A. Confirmed.
3.
Q. Billable unit. B08 Price Schedule AMENDMENT 1 prices "SNOW PLOW OPERATIONS PER THE STATEMENT OF WORK" by the "Each", 30 estimated. Question 1 was referred to that schedule, which does not define the unit. Is one Each one complete clearing of all Appendix 1 and Appendix 2 areas for one triggered event? If an overnight event (2 inches by 2:00 AM) is followed the same day by a business-hours event (3 inches, or 6-inch drifts), or the COR requests Additional Services, is each one a separate Each?
A. Each is defined as one complete clearing of all areas in Appendix 1 and Appendix 2 Sidewalks. Only 1 Unit or service is required per day.
4.
Q. Option-year prices. The amended schedule has a single "Cost per unit" column feeding the base and all four option-year cost columns. Question 6 confirmed the quantities are the same each year but did not say whether unit prices may differ. May the unit price differ by option year, and if so, where should the option-year prices be entered?
A. Offerors shall provide unit pricing for the base period and each of the four option periods in the applicable pricing fields or in a separate quotation.
5.
Q. Clearing deadline. Amended 52.212-2 Subfactor 1 asks for capability "to clear service areas in Appendix 1 within the mandated windows (prior to 6:00 AM ...)", while the amended PWS, Automatic Response, reads "All priority 1 areas must be completely cleared before 6:00 AM". Must Priority 2 areas also be clear by 6:00 AM, and if not, by what time? Appendix 1 lists the Entry Road (0.13 miles) and the 1,054 SY paved parking area next to it outside both priority lists. Which priority are they?
A. Priority 2 (defined on page 3 of B08 Appendix 1 – Maps) areas must be cleared by 0900. The Entry Road and parking area next to it are Priority 1 areas.
6.
Q. CTF Admin sidewalks. Appendix 1 gives "Paved CCSC Sidewalks: 1,000 LF". B08 Appendix 2 Sidewalks adds a second map, "CTF Admin sidewalks", with no length or scale. What is the approximate length in linear feet of the CTF Admin sidewalks?
A. 600 LF of sidewalks/wheelchair ramps.
7.
Q. Off-site snow disposal. Question 13 confirmed the unit is cubic yards but not how the quantity is measured for invoicing. Will cubic yards be counted by truck-body capacity per load, or by another method? Does the contractor choose the disposal site, and should any disposal or tipping fee be included in the cubic-yard rate?
A. Cubic-yards are counted by truck-body capacity. Disposal site is chosen by the contractor. CY rate shall be all inclusive of any fees associated with that service.
8.
Q. De-icing. The amended PWS no longer contains a chemical application section, and Amendment 0002 removes "ice" from the title, but the Performance Standard still reads "cleared to bare pavement as weather conditions permit." Please confirm that no de-icers, sand or other treatment materials are required, and that plowing and shoveling to the extent conditions permit meets that standard.
A. Confirmed 9.
Q. Debris. The amended PWS, Debris Clearing, ends "prior to commencing snow plowing, and is site dumpsters." May collected trash and debris be placed in the on-site dumpsters, or must it be hauled off government property as the original PWS required?
A. On site dumpsters are available for collection of debris found on site.
10.
Q. Limitations on Subcontracting. The amended clause list incorporates "52.219-14 Limitations on Subcontracting. (DEVIATION JAN 2026)", and Question 29 was referred to that list. Please confirm that the governing text is the FAR overhaul deviation of 52.219-14 posted at acquisition.gov/far-overhaul, and that under its paragraph (e)(1) amounts paid to a first-tier subcontractor that is itself small under NAICS 561730 (a similarly situated entity) do not count toward the 50 percent limit.
A. Confirmed.
11.
Q. Subfactor 2. Questions 18 and 20 through 23 limit the service area to Appendix 1, but Subfactor 2 still asks for "a satisfactory performance record on similar large-scale footprints." Will commercial snow plowing of sites of comparable size (about 1.3 miles of two-lane road and 15,000 SY of parking) meet that standard, and is there a minimum number of references or a recency period?
A. Yes, commercial snow plowing of sites comparable size (about 1.3 miles of two-lane road and 15,000 SY of parking) will meet that standard and there is no set number of references or recency period.
12.
Q. Insurance. The Addendum to 52.228-5 requires workers' compensation and employer's liability (item 1) and automobile liability "on all vehicles utilized in the performance of this contract" (item 3). Where the crews and equipment on site are those of a named first-tier subcontractor (Question 12), will that subcontractor's workers' compensation, employer's liability and automobile policies, with the United States Government named as additional insured on its liability policies, satisfy items 1 and 3, with the offeror carrying the commercial general liability in item 2?
A. Prime may provide first-tier contractor insurance requirements to satisfy items 1 and 3.
13.
Q. We have one final clarification regarding FAR 52.219-14. For this service requirement, can the Procurement Office please confirm that work performed by a first-tier subcontractor that qualifies as a similarly situated small business under the applicable NAICS may be treated in accordance with the incorporated limitations-on-subcontracting clause?
A. Confirmed.
