About this file

This is a Request for Quotation (RFQ) issued by the Bureau of Land Management (BLM) Alaska State Office for snow and ice removal services at the Campbell Tract Facility in Anchorage, Alaska. The solicitation number is 140L6326Q0035, issued on September 22, 2026, with quotations due by October 14, 2026 at 5:00 PM. This is not a small business set-aside. The requirement covers snow and ice removal services in accordance with an attached Performance Work Statement, with a base performance period from November 4, 2026 to April 30, 2027, followed by four optional one-year periods extending through April 30, 2031. The Product/Service Code is S218 (Housekeeping-Snow Removal/Salt). Quotations must be submitted electronically to Lisa Brune at lisa_brune@ios.doi.gov, with inquiries due by October 9, 2026 at 5:00 PM. The government anticipates award of a single firm fixed-price contract resulting from this solicitation.

Evaluation will be based on a Lowest Price Technically Acceptable (LPTA) approach with technical acceptability as the primary gate. To be technically acceptable, quoters must receive a "Pass" score on all three subfactors: (1) Equipment & Staffing Capacity demonstrating ability to clear 800 acres prior to 6:00 AM for snow accumulation of 2 inches or greater; (2) Experience & Past Performance on similar large-scale installations; and (3) Operational Conformance confirming adherence to material segregation requirements (Calcium Chloride exclusively for concrete; Rock Salt exclusively for asphalt) and geographic piling restrictions. The government will evaluate offers by adding option prices to the base requirement price and may reject offers with significantly unbalanced option pricing. Quoters must include UEI or CAGE Code with their quote and comply with electronic invoicing requirements through the Department of Treasury's Invoice Processing Platform (IPP). The solicitation incorporates numerous FAR and Department of Interior clauses addressing labor standards, small business certifications, compliance, and contract administration.

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

• Award Basis: The Government will award a single, firm-fixed-price task order to the responsible quoter whose quote is responsive to the solicitation, conforms to all requirements of the Performance Work Statement (PWS), and represents the Lowest Price Technically Acceptable choice. Tradeoffs are not permitted. Quotes will be evaluated under two primary factors: Technical Acceptability and Price.

• Technical Acceptability Standards: To be determined technically acceptable, the quoter's technical approach must receive a "Pass" score on all of the following subfactors:

Subfactor 1: Equipment & Staffing Capacity. The quoter must explicitly detail their physical asset list and crew deployment plan to demonstrate capability to clear an 800-acre installation automatically within the mandated windows (prior to 6:00 AM for ≥2" accumulation).

Subfactor 2: Experience & Past Performance. The quoter must demonstrate a satisfactory performance record on similar large-scale footprints.

Subfactor 3: Operational Conformance. The quoter must provide an affirmative statement confirming adherence to the materials segregation requirements (Calcium Chloride exclusively for concrete; Rock Salt exclusively for asphalt) and the geographic piling restrictions shown in Appendix 1.

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
