About this file
This document is a Questions and Answers file addressing clarifications on the Campbell Tract Facility Snow Plowing and Removal solicitation (140L6326Q0035). The Q&A addresses numerous pricing and scope ambiguities that were subsequently resolved through amendments to the Price Schedule and Performance Work Statement. Key clarifications include: the off-site snow disposal unit is cubic yards (not "each"), sidewalk clearing is included in base monthly plowing rates rather than billed separately, monthly service tiering was restructured through amendments, and site visits are available to the public without advance coordination. The required service area is confirmed to be limited to the specific areas shown in Appendix 1 (approximately 1.34 miles of two-lane road, 14,900 square yards of paved and aggregate parking, and 1,000 linear feet of sidewalks)—not the 800-acre installation referenced in evaluation subfactors, which multiple questions addressed and the government confirmed should be disregarded in favor of the mapped areas.
The Q&A also clarifies that offerors may rely on first-tier subcontractor qualifications and past performance to meet technical acceptability standards, provided supporting documentation is included. The contract is confirmed as a standalone firm-fixed-price contract (not a task order under an existing vehicle) open to any SAM-registered small business, with quotes submitted to lisa_brune@ios.doi.gov. All wage and labor classifications must comply with the attached Service Contract Labor Standards (SCLS) Wage Determination for applicable positions (Landscaping and Groundskeeping Worker, Laborer, Truck Driver, or Operating Engineer depending on duties). References to FAR 52.212-2 (Commercial Items) and FAR 52.219-14 (Limitations on Subcontracting for Small Businesses) apply, and insurance requirements are addressed in the amended provisions and clauses.

Campbell Tract Facility 140L6326Q0035 Questions and Answers 1
1.
Q: Meaning of one "service." For the two snow plow lines on the B08 Price Schedule, does one "service" mean one complete clearing of all Priority 1 and Priority 2 areas? Or does a service count per area or per visit?
A: No longer applicable. See B08 Price Schedule AMENDMENT 1.
2.
Q: How the two monthly plow lines work together. In a month with, for example, 6 services, is that month billed only at the "5 up to 10 services" monthly rate, or at the "up to 4" rate plus the "5 up to 10" rate? And what rate applies to an 11th or later service in the same month?
A: No longer applicable. See B08 Price Schedule AMENDMENT 1.
3.
Q: Unit for off-site snow disposal. PWS Section 4 says off-site hauling is priced at a cubic-yard unit rate, but the Price Schedule lists the unit as "each." Which unit should be quoted? If "each," how much snow does one "each" represent?
A: Units are cubic yards. See B08 Price Schedule AMENDMENT 1.
4.
Q: Sidewalks line. PWS Section 4 includes sidewalks, steps, landings and entrances in the plowing service areas, but the Price Schedule also has a separate "Sidewalks - each" line. Is sidewalk clearing included in the monthly plow price, billed separately per event, or both? Which sidewalks does the separate line cover?
A: Schedule is amended to remove sidewalks effort as a separate billing, as sidewalk are included in the base effort. See B08 Appendix 2 Sidewalks for maps.
5.
Q: Ice removal and chemical application. Does one "each" for these lines mean one treatment of the whole site, or of a single area? Are materials (calcium chloride, rock salt, sand) to be included in these unit prices?
A: No longer applicable. See B08 CTF Snow Plowing PWS AMENDMENT 1 and B08 Price Schedule AMENDMENT 1.
6.
Q: Option year pricing. The option year columns on the Price Schedule have no formulas. May unit prices differ by option year, and should offerors fill in each option year column? The option periods (October 1 to April 30) are 7 months long. Please confirm whether the estimated quantities are the same for each option year.
A: Yes, estimated quantities are the same.
7.
Q: Weekends and holidays. The PWS sets a 6:00 AM Monday through Friday clearing deadline. Is plowing required on weekends and federal holidays (for example, to support South Zone Aviation Dispatch operations)? If so, what is the completion deadline?
A: No.
8.
Q: Site visit. Who should we contact to arrange a site visit? May a representative of our proposed subcontractor attend on our behalf?
A: Site visits may be done at contractors’ convenience, it is open to the public. If there are questions after the site visit, they should be submitted via email to lisa_brune@ios.doi.gov.
9.
Q: Prior contract. Is this a new requirement or a follow-on? If it is a follow-on, would you please share the prior contract number?
A: This is a new requirement, no incumbent.
10.
Q: Off-Site Snow Disposal Unit: The PWS states off-site hauling will be priced per cubic yard, while the B08 Price Schedule lists the unit as "each." Please confirm which unit quoters should use.
A: Units are cubic yards. See B08 Price Schedule AMENDMENT 1.
11.
Q: Site Visit: Is advance coordination required to visit the site, and if so, who should be contacted?
A: Site visits may be done at contractors’ convenience, it is open to the public. If there are questions after the site visit, they should be submitted via email to lisa_brune@ios.doi.gov.
12.
Q: Use of First-Tier Subcontractor Qualifications For purposes of technical acceptability, may an offeror rely on the equipment, staffing/crew deployment plan, and relevant past performance of a named first-tier subcontractor that will perform the onsite snow and ice removal work? If so, are there any specific teaming, commitment, or supporting documents the Government would like included with the quote?
A: Yes, an offeror may rely on subcontractor technical acceptability. Supporting documentation must demonstrate compliance with the Technical Acceptability Standards and Subfactors for either the prime contractor or first-tier subcontractor.
13.
Q: Off-Site Snow Hauling / Disposal Unit The PWS appears to describe off-site snow hauling/disposal on a cubic-yard basis, while the pricing schedule lists the unit as “EA.”
Please confirm the unit offerors should use for this line item and how quantity should be measured for invoicing.
A: Units are cubic yards. See B08 Price Schedule AMENDENT 1.
14.
Q: Monthly Service Tiers The pricing schedule includes a monthly rate for “up to 4 services” and another monthly rate for “5–10 services.” If a month requires 5–10 services, does the 5–10 service rate replace the up-to-4-service monthly rate for that month, or is it billed in addition to the up-to-4-service rate?
A: No longer applicable. See B08 Price Schedule AMENDMENT 1.
15.
Q: Definition of “Each” for Additional Services Please clarify what constitutes one billable “EA” for the ice removal, chemical application, and sidewalk line items. For example, is one “EA” one complete facility-wide service event, one designated area/location, or another measurement?
A: See A04 CTF Snow Plowing PWS AMENDMENT 1 and B08 Price Schedule AMENDMENT 1.
16.
Q: Quote submission address. The RFQ says quotes go to lisa_brune@ios.doi.gov, and the SAM.gov notice lists lbrune@blm.gov. Please confirm which address quotes should be sent to.
A: Due to recent departmental reorganizations, systems have not yet been updated with new email addresses. Quotes shall be submitted to lisa_brune@ios.doi.gov. Although, any quotes emailed to lbrune@blm.gov will be delivered and accepted.
17.
Q: Contract type. The RFQ says the Government anticipates award of a single firm-fixed-price contract, but provision 52.212-2 says award of a single firm-fixed-price "task order." Please confirm this will be a standalone contract open to any SAM-registered small business, and not an order under an existing contract vehicle.
A: Confirmed, this will be a standalone contract open to any SAM registered small business. See B08 Provisions_Clauses_draft_amended.
18.
Q: Size of the service area. Technical Subfactor 1 refers to clearing an "800-acre installation." The PWS and Appendix 1 list specific areas: about 1.34 miles of two-lane road, about 14,900 SY of paved and aggregate parking, and 1,000 LF of sidewalks. Please confirm that the required service area is limited to the areas shown in Appendix 1.
A: Confirmed, required service area is limited to the areas shown in Appendix1. See B08 Provisions_Clauses_draft_amended.
19.
Q: Base period quantities. PWS Section 8 describes the base period as 7 months, but the dates (11/4/2026 to 4/30/2027) are about 6 months. The Price Schedule estimates 7 months for the first plow line. Please confirm the estimated quantity for the base period.
A: See B08 Price Schedule AMENDMENT 1
20.
Q. Under Provision 52.212-2, Subfactor 1 (Equipment and Staffing Capacity), the solicitation states that the quoter must demonstrate capability to clear an 800 acre installation within the mandated response windows. However, the site data provided in Appendix 1 (roads, parking areas, and sidewalks) appears to total approximately 7 acres of serviceable area, consistent with the Performance Work Statement and the Price Schedule, both of which describe a facility scaled well below 800 acres.
A: Confirmed, required service area is limited to the areas shown in Appendix 1. See B08 Provisions_Clauses_draft_amended.
21.
Q. Could you confirm whether the 800 acre figure in Subfactor 1 is correct for this requirement, or whether it should reflect the actual mapped area described in Appendix 1? I want to ensure my technical quotation addresses the correct scope before submission.
A: Confirmed, required service area is limited to the areas shown in Appendix 1. See B08 Provisions_Clauses_draft_amended.
22.
Q. Section 52.212-2, Technical Acceptability Subfactor 1 (Equipment & Staffing Capacity) references demonstrating capability to clear an "800-acre installation." The site maps in Appendix 1 show a facility of roughly a few acres (approximately 1.3 miles of roadway and several small parking areas). Could you confirm whether the 800-acre reference is accurate for this requirement, or whether it should be disregarded/corrected?
A: Confirmed, required service area is limited to the areas shown in Appendix 1. See B08 Provisions_Clauses_draft_amended.
23.
Q. Site Size: Evaluation Subfactor 1 references an "800-acre installation," while Appendix 1 lists approximately 1.34 miles of road and roughly 15,000 SY of parking and sidewalk areas. Please confirm the clearing area is limited to the areas shown in Appendix 1.
A: Confirmed, required service area is limited to the areas shown in Appendix 1. B08 Provisions_Clauses_draft_amended.
24.
Q. Past performance (Subfactor 2). May an offeror meet this subfactor with the past performance of a named subcontractor that will perform the work, clearly identified as that subcontractor's record? How will an offeror with no directly relevant past performance be rated?
A: Offerors may use contractor to meet this subfactor. Supporting documentation must demonstrate compliance with the Technical Acceptability Standards and Subfactors for either the prime contractor or first-tier subcontractor.
25.
Q. Insurance. The clause list does not include 52.228-5. Please confirm whether the contractor must carry any minimum insurance coverage, and if so, the types and amounts.
A: See B08 Provisions_Clauses_draft_amended to include 52.228-5 and Addendum to 52.228-5.
26.
Q. Quote format. Is there a required format or page limit for the technical response (equipment list, crew plan, past performance, conformance statement)? Should the completed B08 Price Schedule be submitted as Excel, PDF, or both? Should a signed SF-18 be included?
A. There is no required quote format.
27.
Q. Could you confirm which labor classification and wage rate on the attached DOL Wage Determination applies to the snow/ice removal and grounds work described in the PWS?
A: While the Government has structured this commercial acquisition to allow offerors flexibility in proposing their overall commercial labor mix and pricing methodology, any performance involving service employees must comply with the attached Service Contract Labor Standards (SCLS) Wage Determination.
For pricing and compliance mapping purposes, offerors commonly look to the following standard DOL/SCLS classifications:
Grounds Maintenance / Landscaping: Landscaping and Groundskeeping Worker Snow and Ice Removal (Manual/Hand Work): Laborer Snow and Ice Removal (Plow/Equipment Operation): Truck Driver (e.g., Medium/Heavy) or Tractor Operator / Operating Engineer (depending on equipment class)
Offerors are responsible for ensuring that all proposed wages and fringe benefits meet or exceed the minimum rates set forth in the attached wage determination for the specific geographic locality.
28.
Q: Award Type: FAR 52.212-2 references award of a "task order." Please confirm this will be a stand-alone firm-fixed-price contract.
A: Confirmed, this will be a standalone contract open to any SAM registered small business. See B08 Provisions_Clauses_draft_amended.
29.
Q: Limitations on Subcontracting: FAR 52.219-14 is listed without a date or deviation reference. Please confirm the applicable version.
A: See B08 Provisions_Clauses_draft_amended
