(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

Award Basis: The Government will award a single, firm-fixed-price contract to the responsible quoter whose quote is responsive to the solicitation, conforms to all requirements of the Performance Work Statement (PWS), and represents the Lowest Price Technically Acceptable choice. Tradeoffs are not permitted. Quotes will be evaluated under two primary factors: Technical Acceptability and Price.

Technical Acceptability Standards: To be determined technically acceptable, the quoter's technical approach must receive a "Pass" score on all of the following subfactors:

Subfactor 1: Equipment & Staffing Capacity. The quoter must explicitly detail their physical asset list and crew deployment plan to demonstrate capability to clear service areas in Appendix 1 within the mandated windows (prior to 6:00 AM for ≥2" accumulation).

Subfactor 2: Experience & Past Performance. The quoter must demonstrate a satisfactory performance record on similar large-scale footprints.

Subfactor 3: Operational Conformance. The quoter must provide an affirmative statement confirming adherence to the geographic piling restrictions shown in Appendix 1.

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
