About this file
This is a Performance Work Statement (PWS) for snow plowing and removal services at the Bureau of Land Management's Campbell Tract Facility in Anchorage, Alaska under solicitation 140L6326Q0035. The contractor must provide comprehensive snow and ice management services to maintain safe, unobstructed vehicle and pedestrian access across the 4700 BLM Road facility, which houses the Anchorage District Office, Field Office, Campbell Creek Science Center, South Zone Aviation Dispatch, and main warehouse. The contract includes a base period from November 4, 2026 through April 30, 2027, with four consecutive one-year option periods extending through April 30, 2031. Automatic plowing operations commence when overnight snow accumulation reaches two inches on level surfaces, with all priority areas required to be completely cleared by 6:00 AM Monday through Friday before federal employees report for work. If snow accumulation reaches three inches or more during business hours or drifting reaches six inches or more, the contractor must automatically initiate clearing operations; failure to meet these standards allows the Government to perform self-removal services.
The contractor shall provide all labor, equipment, materials, supervision, and tools necessary to service all paved roads, parking lots, ADA-accessible spaces, entrances, steps, sidewalks, and walkways. Specific requirements include placing temporary warning signs before operations, hand-shoveling three-foot radius clearances around fire hydrants and access points, applying calcium chloride exclusively on concrete surfaces and rock salt on asphalt surfaces upon request, maintaining drainage systems, and stockpiling snow only in designated areas with off-site hauling available under a separate pre-priced contract line item rate. The contractor bears sole responsibility for repair or replacement of any damage caused by snow removal operations at no additional cost to the Government and must report damages within 24 hours. Monthly administrative logs detailing service dates, times, equipment utilized, and actual hours expended must be submitted with invoices. This procurement is conducted under FAR Part 12 and is set aside for small businesses under NAICS code 561730 with a $9.5 million size standard. Questions must be submitted by 5:00 PM Alaska Time on October 9, 2026, and quotes are due by October 14, 2026.

Part 1
PERFORMANCE WORK STATEMENT
Campbell Tract Facility Snow Plowing
1. Scope of Work The Contractor shall provide comprehensive snow and ice management and removal services for the Bureau of Land Management (BLM) Campbell Tract Facility located in Anchorage, Alaska. The Campbell Tract Facility houses multiple critical agency operations, including the Anchorage District Office, Anchorage Field Office, Campbell Creek Science Center, South Zone Aviation Dispatch, and the main warehouse (collectively referred to as CTF). Continuous, reliable access across the property is vital to maintaining uninterrupted administrative, emergency response, and aviation operations throughout the winter season. The Contractor shall provide all labor, equipment, materials, supervision, and tools necessary to perform comprehensive snow and ice removal services at the CTF.
The objective of this contract is to maintain safe, unobstructed vehicle and pedestrian access during winter weather events. Services shall be performed for a base yearly period and four (4) consecutive one-year option periods.
2. General Requirements
· Performance Standard: The Contractor shall monitor weather conditions and automatically initiate snow and ice removal services to ensure all paved areas, sidewalks, and walkways are cleared to bare pavement as weather conditions permit.
· Operational Planning: Prior to the start of each winter season, the Contractor shall meet with the Contracting Officer’s Representative (COR) to review and confirm the Annual Snow Removal Plan identifying priority clearing areas, designated snow-piling points, and equipment lists.
· Contractor Equipment & Qualifications: Contractor shall possess and maintain all equipment necessary to perform the required services and must demonstrate a satisfactory record of past performance.
· Site Check-In/Check-Out: The Contractor shall notify the COR via electronic communication upon arrival at the site to begin operations, and upon completion of work. Mandatory joint visual inspection prior to departure is removed; the COR retains post-service inspection rights.
3. Hours of Operations & Response Thresholds
· Automatic Response: Plowing operations shall commence automatically, without government notification, when overnight snow accumulation reaches two (2) inches on level surfaces. All priority areas must be completely cleared before federal employees report for work at 6:00 AM, Monday through Friday.
· Business Hours Operations: If snow accumulation reaches three (3) inches or more during standard business hours (Monday–Friday), or if heavy snowfall causes drifting of six (6) inches or more, the Contractor shall automatically initiate plowing and clearing operations to ensure pedestrian and vehicle safety.
· Government Self-Performance & Coordination: If the Contractor fails to clear designated areas by 6:00 AM, or during business hours when accumulation exceeds three (3) inches, the Government reserves the right to self-perform snow removal. In such events, the Contractor must coordinate with the COR before arriving on site for subsequent clearing or off hours/next day plowing.
· Additional Services: The COR may request additional snow removal services at the established firm-fixed contract unit/bid rate if weather or safety conditions warrant.
4. Specific Performance Specifications
· Traffic Control Warning Signs: Before initiating work, the Contractor shall place a temporary warning sign reading "Snow Removal in Progress" (or equivalent COR-approved language) on the CTF entry road. Signs must comply with the Manual on Uniform Traffic Control Devices and must be promptly removed when operations cease.
· Service Areas: Plowing and clearing shall encompass the full width of all paved roads, parking lots, accessible (ADA/handicap) parking spaces, entrances, steps, landings, and sidewalks.
· Contractor Staging/Storage Area: If needed, a location on site will be made available for the contractor to stage or store equipment and supplies. Any area will be outside. Heated or covered storage is not available.
· Detailed Clearing Requirements:
· Plowing/Shoveling: Clear snow from the front of all garage doors, card access points (pedestrian and vehicular), and fuel station concrete island slabs (from the tank to the slab edge).
· Hand Shoveling: Hand shovel a three-foot (3') radius around all fire hydrants, dumpsters, gate controllers, and bollards.
· Off-Site Pushing Restrictions: Due to driveway configurations, snow shall be plowed from Elmore Road onto BLM property. No snow or ice shall be pushed or blown onto adjacent private properties or public road rights-of-way.
· Chemical Application:
· The Contractor shall apply chemical de-icers and sand to mitigate safety hazards upon request or as conditions dictate.
· The Contractor shall submit applicable Safety Data Sheets to the COR for approval prior to use.
· Calcium Chloride shall be used exclusively on concrete surfaces, concrete steps, and sidewalks.
· Rock Salt (or other COR-approved materials) may be used on non-concrete asphalt surfaces.
· Snow Storage & Stockpiling:
· Snow shall only be stockpiled in designated areas as identified on the attached site maps (Appendix 1).
· The Contractor shall coordinate with the COR in advance before utilizing any non-mapped areas for snow storage due to sensitive environmental zones on site.
· If local stockpiling areas reach capacity, off-site snow hauling shall be performed strictly under a separate, pre-priced Contract Line Item Number (CLIN) unit rate for cubic-yard off-site disposal authorized by the COR.
· Drainage Systems: The Contractor shall clear snow and ice from all on-site catch basins when exposed during routine plowing to prevent flooding and allow adequate runoff during melting cycles.
· Environmental Protection: No snow, ice, or chemical agents shall be dumped or piled onto shrubs, grass, or landscaped flower beds.
· Debris Clearing: The Contractor shall police and remove all trash and debris from the active work areas prior to commencing snow plowing, and haul all collected debris off government property.
5. Property Damage and Liability
· Reporting: The Contractor shall report any damage to signs, vehicles, buildings, landscaping, or other facility infrastructure to the COR within 24 hours of occurrence.
· Restoration: The Contractor shall be solely responsible for the repair or replacement—at no additional cost to the Government—of any damage to public or private property caused by snow removal operations (including, but not limited to: lawns, fences, light poles, curbs, and sidewalks).
6. Security and Key Control The Contractor shall establish and implement strict key control procedures to ensure that all government-issued keys, access codes, and proximity cards are secured against loss, misplacement, or unauthorized use. Duplication of government-issued keys or access cards is strictly prohibited.
7. Place of Performance All work under this contract shall be performed at the following location:
Bureau of Land Management Campbell Tract Facility 4700 BLM Road Anchorage, AK 99507
8. Period of Performance The period of performance shall consist of a base period (7 months) with four (4) subsequent option periods to be exercised upon successful yearly performance.
· Base Period: 11/4/2026 – 04/30/2027
· Option Period 1: 10/1/2027 – 04/30/2028
· Option Period 2: 10/1/2028 – 04/30/2029
· Option Period 3: 10/1/2029 – 04/30/2030
· Option Period 4: 10/1/2030 – 04/30/2031 (Dates are subject to change at award)
9. Administrative Log & Reporting To facilitate streamlined invoice verification, the Contractor shall maintain and submit a monthly consolidated administrative log recording:
· Date and time of service.
· Equipment utilized.
· Actual hours expended per piece of equipment at each location.
The completed monthly log shall be submitted alongside the monthly invoice in lieu of per-event physical sign-offs.
