The pre-solicitation notice is a Sources Sought Notice designed to determine the availability of small businesses, including Small Disadvantaged Businesses, HUBZone Firms, 8(a) Certified, Service-Disabled Veteran-Owned, and Woman-Owned Small Business contractors. The primary contract requirements include performing quarterly preventive maintenance with a comprehensive 11-point cleaning system check, 20-point bin vent inspection, and assessments of solenoids, diaphragm valves, air pressure settings, and fan motors over four visits in a 12-month period. Interested contractors must be licensed Camfil technicians and submit a detailed capability statement addressing organizational and staff capabilities by 3:00 PM HST on May 28, 2025. Responses must be emailed to specified Navy contacts, with submissions evaluated for technical merit and capability.

The pre-solicitation notice does not include a specific set-aside designation, though it is targeting small business participation under the NAICS code 333413 for Industrial and Commercial Fan and Blower and Air Purification Equipment Manufacturing, which has a size standard of 500 employees. The contract will require US citizen contractors who can pass background checks and work during normal business hours (0630-1500 Monday-Friday), with strict adherence to safety, environmental, and security guidelines. While no specific award value is mentioned, the scope involves maintenance for six dust collectors with quarterly service visits, implying a potentially substantial annual contract. Contractors must be prepared to provide maintenance logs, quality control documentation, and report labor hours through the Enterprise-Wide Contractor Manpower Reporting Application. The government retains sole discretion in determining whether to proceed with the procurement, and no feedback will be provided to companies regarding their submissions.
