About this opportunity
The Department of the Interior Bureau of Indian Education seeks procurement and installation of a video surveillance system at Southwestern Indian Polytechnic Institute (SIPI) in Albuquerque, New Mexico, with proposals due September 10 at 10:00 a.m. Central Time. This procurement is a 100 percent set-aside for Indian Small Business Economic Enterprises (ISBEEs) under the Buy Indian Act, restricting competition to qualifying entities that must maintain IEE eligibility at offer submission, contract award, and throughout performance.
The work consists of procuring 102 new network-capable cameras (including 45 eight-megapixel dome, 43 five-megapixel microdome, 11 multi-pod/multi-lensed 8MP, two 12MP fisheye, and one 8MP license plate recognition camera), a Network Video Recorder with minimum 60 days of recording capacity at 25 percent expansion capability, and associated networking infrastructure. All equipment must be new, NDAA 889 compliant, and manufactured in the United States or meet Trade Agreement Act requirements. The NVR must run Windows Server 2022 with Xeon processor and 32GB DDR5 RAM in RAID 6 configuration and support 102 cameras at 600 Mbps with five 4K monitors.
Installation spans approximately 90 days from September 15 through December 15, 2026, with the NVR and network equipment placed in Building 100 second-floor Control Room, viewing stations in four additional buildings, and complete Category 6a cabling infrastructure. The contractor must provide factory-certified installation technicians, ONVIF-compliant browser-based Video Management Software, five-year warranties on all hardware with optional one-year extension, and training of minimum two hours for end-users and four hours for system administrators. Software must be registered to BIE with master copies provided to BIE Information Resources and Technology Management. Evaluation weighs technical capability (product specifications, delivery schedule, past performance) and price as primary factors. Solicitation number is 140A2326Q0279; NAICS is 561621; small business size standard is $25 million. Amendment 0002 issued September 8 permits equivalent camera systems under FAR 52.211-6 (Brand Name or Equal) and adds clarification questions and answers as Attachment 4.
