About this file

This is a Questions and Answers (Q&A) document for Solicitation 140A2326Q0279, Amendment 0002, addressing clarifications on a camera system procurement for SIPI (issued 8 September 2026, with a follow-up dated 2 September 2026).

System Requirements and Equipment: The solicitation requires installation of a Vicon NEXT camera system with Valerus VMS platform, with FAR 52.211-6 (Brand Name or Equal) added to permit equivalent systems. The NVR must provide a minimum of 60 days of recording storage with 25% future storage expansion capability; the 216 TB RAID-6 capacity is not mandatory if vendors demonstrate compliance with the 60-day minimum through manufacturer-generated calculations. HTML5-based web clients are acceptable as alternatives to Microsoft Edge with ActiveX/IE mode. The proposed VMS must support Windows Server 2022. A separate optional CLIN will be issued for an additional 2×8 MP camera package (camera, two surge protectors, pole mount) for a greenhouse lot/gate, which should be absorbed into the 25% expansion capacity and connected to the main NVR. Government-furnished equipment includes CISCO SG300 28PP POE switches (48PP not needed) and requires contractor-supplied APC 700 VA UPS backup at each building location. The commissioning checklist requires five-year warranties on all cameras and servers, with an additional one-year warranty option priced separately.

Installation, Performance, and Commercial Terms: The Period of Performance begins at award (not upon a separate Notice to Proceed) and extends approximately 90 days from September 15 through December 15, 2026. Existing RG59 coax and Cat 5 cabling may be reused where serviceable using Veracity Highwire transmission equipment; if cabling fails testing, replacements will be handled through contract modification (not the contractor's responsibility). Conduit, wire tray, and pull-box requirements apply only to newly installed cabling. The contractor must remove and dispose of all existing cameras, mounts, and NVR, providing a manifest report; the Government will not retain removed equipment. VICON does not require license renewals or analytics. For ISBEE subcontracting compliance under NAICS 561621, installation costs should be calculated as a portion of total cost in Attachment 2. The quotation deadline was extended to 10 September 2026 at 10:00 a.m. Central Time to allow seven business days after government responses to clarification questions.

and o Applies to storage capacity.

• Whether 216 TB is a mandatory capacity or whether another capacity may be proposed when supported by a manufacturer-generated storage calculation.

o The 216 TB is not mandatory, but vendors should show that they will meet the 60 minimum storage requirement.

3. Equipment Model and Part Numbers

Please confirm or correct the following model and part numbers, as the solicitation and SOW contain several variations:

• V2005-W28IRM versus V2005D-W28IRM;

• DTK-MRJOPES, DTK-MRJPOES, and DTK-MRJOES;

• CHW-HWPS-C versus VHW-HWPS-C; and

• CHW-HWPSB8 versus VHW-HWPS-B8.

Please also provide the complete requested model numbers for the 8 MP NEXT cameras, 2×8 MP NEXT cameras, 12 MP fisheye cameras, LPR camera (V2008B-W), NVR, application server, and VMS licensing.
