About this opportunity
The Department of the Air Force Air Education and Training Command is seeking a contractor to provide a comprehensive camera monitoring system installation for Building 10904 at Joint Base San Antonio (JBSA) Lackland, Texas. The project involves replacing 10 existing cameras with High-Definition Transport Video (TVI) cameras across 10 specific rooms, installing two 55" 4K LED TVs with wall mounts, two video decoding devices, a Network Video Recorder (NVR), and a 24-Port Gigabit PoE+ Switch. Additional requirements include replacing 10 line-level ceiling-mounted microphones and 10 two-way talk and listen speakers/microphones, along with installing new CAT6 lines for camera inputs. The system must operate as a stand-alone security monitoring system that does not connect to the Air Force network and cannot process classified or sensitive data. Quotes are due by 1:00 p.m. CDT on July 1, 2025, and will be evaluated using the Lowest Price Technically Acceptable (LPTA) method, with the government reviewing the three lowest-priced quotes for technical acceptability. The contract will be awarded on a Firm Fixed Price basis.
This procurement is designated as a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) under NAICS code 561621 with a size standard of $25 million. The work will be performed at Building 10904, located at 1015 Femoyer Street, JBSA Lackland, TX 78236, specifically for the 344th Training Squadron Recruiting Lab. Installation and related services must be completed during standard business hours (7:30 a.m. to 4:30 p.m. CDT, Monday through Friday), with potential for approved work on holidays or weekends at no additional cost to the government. The NVR system must be capable of 24/7/365 recording and storing video feeds for at least 30 days, with options to store data on external hard drives or DVDs/CDs. The contractor will be responsible for complete system design, delivery, full installation, equipment replacement, and providing comprehensive training on system usage to government personnel. A site visit was scheduled for 10:00 a.m. CDT on June 17, 2025, to allow potential contractors to assess the installation requirements.
