About this opportunity
Army Contracting Command - Redstone Arsenal (ACC-RSA), on behalf of the U.S. Army Materiel Command, issued a Call for Solutions on August 10, 2026 seeking an independent transformation partner to develop and institutionalize an enterprise transformation capability for the Army's Organic Industrial Base (OIB), with Solution Briefs due August 18, 2026 at 1700 EST under solicitation W9128Z-25-S-A002. This is a full and open competition with no set-aside; however, the Government may designate set-aside status following Phase 1 evaluations.
The Army seeks a comprehensive, repeatable transformation methodology—not a software product, materiel solution, or implementation service—to centralize and synchronize OIB modernization efforts currently fragmented across disconnected initiatives. The Government will retain all decision authority; the contractor facilitates analysis and provides objective courses of action. The solution must preserve Government decision-making autonomy, maintain strict vendor neutrality and solution-agnosticism to avoid organizational conflicts of interest, and include robust knowledge transfer to institutionalize the capability within Government personnel.
Required attributes address enterprise-wide OIB assessment (constraints, supply chain, workforce, facilities, digital maturity), development of multiple future-state operating concepts, decision support frameworks including trade studies and alternatives analysis, governance and performance measurement approaches, and roadmap engineering aligning 1-3 year operational with 4-7 year modernization priorities.
The Government anticipates awarding a Firm Fixed Price IDIQ contract with a $50 million ceiling over five 12-month ordering periods. Labor categories and fully burdened rates are established at the IDIQ level; Phase 1 submissions require a Rough Order of Magnitude price reflecting the offeror's specific methodology development and knowledge transfer scope. Response consists of Phase 1 (Solution Brief: five pages or fifteen slides maximum), Phase 2 (optional pitch), and Phase 3 (detailed proposal). Evaluation criteria in descending importance are Technical Merit, Schedule, and Viability. Award winners will be restricted from competing for subsequent implementation work derived from their developed specifications and roadmaps, with the restriction applying at the corporate level to prime contractors, teammates, and subcontractors performing advisory or requirements-generation work. Work will be conducted primarily at Unclassified/Controlled Unclassified Information (CUI) level; facility clearance is not required at award, though specific task orders may require personnel security clearances. Offerors must be SAM.gov-registered with a UEI and provide organizational conflict of interest analysis and mitigation plans where applicable.

This Call for Solutions is issued under the Army Open Solicitation W9128Z-25-S-A002.
The Army Contracting Command - Redstone Arsenal (ACC-RSA), on behalf of the office of United States Army Materiel Command (AMC), is seeking innovative solutions for Enterprise Transformation Capability in support of the Army's Organic Industrial Base (OIB).
In alignment with the 2026 National Defense Strategy's directive to "supercharge the U.S. Defense Industrial Base," the Army is committed to a generational modernization of its OIB. The OIB is the bedrock of the Army's ability to generate, project, and sustain combat power. However, current modernization investments, while significant, are often executed as disconnected initiatives. This approach lacks the synchronization needed to build a truly adaptive and resilient enterprise. To remedy this, the Army is establishing a Government-owned Enterprise Industrial Transformation Capability. This capability will serve as the central mechanism to continuously translate strategic guidance into synchronized industrial action, ensuring the OIB remains aligned with evolving warfighter requirements.
The Army's OIB currently lacks a repeatable, enterprise-wide methodology to guide its transformation, which impedes its ability to adapt to contested logistics, emerging technologies, and industrial vulnerabilities. This gap results in fragmented modernization efforts and sub-optimal allocation of resources, creating risk for the future force.
The objective of this Call for Solutions is to procure an independent, solution-agnostic transformation partner to engineer, develop, and help institutionalize a Government-owned enterprise transformation capability. The Government does not seek a predetermined technical product or a contractor to implement solutions. Instead, this Call seeks innovative and repeatable methodologies that will equip the Government to improve enterprise-level decision-making. The partner will facilitate this transformation, while the Government retains all authority for policy, prioritization, investment, and operational decisions.
The Call for Solutions document, outlining the full problem statement, required solution attributes, submission requirements, and evaluation phases can be found in the "Attachments" section below.
The deadline to submit questions for Phase 1 is 31 July 2026 at 12:00 PM Central Time.
