About this file

This is a Call for Solutions for an enterprise transformation capability serving the Army's Organic Industrial Base (OIB).

The Army is seeking an independent, solution-agnostic transformation partner to engineer, develop, and institutionalize a Government-owned enterprise transformation capability to modernize the OIB. The solution must be a detailed and repeatable transformation methodology—not a materiel product, software, or implementation service. Core requirements include: methodology-centric approach; preservation of governmental functions with the Government retaining all decision authority; solution and vendor neutrality to avoid organizational conflicts of interest; and robust knowledge transfer to Government personnel to establish an enduring, self-sustaining capability. Desired attributes include integrated methodological approaches combining industrial engineering, systems thinking, decision science, and data analytics; enterprise-wide assessment capability; future-state development processes; decision support frameworks; governance and performance engineering; and roadmap engineering that aligns 1–3 year operational priorities with 4–7 year modernization goals.

The Government will award a Firm Fixed Price (FFP) Indefinite Delivery, Indefinite Quantity (IDIQ) contract under Commercial Solutions Opening (CSO) procedures using FAR or DFARS 212.70 authority, or potentially an Other Transaction (OT). Solution Briefs are due by 11 August 2026 at 1700 EST to stephanie.f.dillon.civ@army.mil and portia.r.sampson.civ@army.mil. The response process consists of three phases: Phase 1 (Solution Brief, 5 pages or 15 slides maximum); Phase 2 (optional pitch); and Phase 3 (detailed proposal). Phase 1 evaluation criteria in descending order of importance are Technical Merit, Schedule, and Viability. Offerors must be registered in SAM.gov with a UEI, disclose any actual or potential organizational conflicts of interest, and provide detailed OCI analysis and mitigation plans if applicable. The Government anticipates multiple awards may result and reserves the right to make no award.

1. BACKGROUND.

In alignment with the 2026 National Defense Strategy's directive to "supercharge the U.S. Defense Industrial Base," the Army is committed to a generational modernization of its Organic Industrial Base (OIB). The OIB is the bedrock of the Army's ability to generate, project, and sustain combat power. However, current modernization investments, while significant, are often executed as disconnected initiatives. This approach lacks the synchronization needed to build a truly adaptive and resilient enterprise. To remedy this, the Army is establishing a Government-owned Enterprise Industrial Transformation Capability. This capability will serve as the central mechanism to continuously translate strategic guidance into synchronized industrial action, ensuring the OIB remains aligned with evolving warfighter requirements.

2. PROBLEM STATEMENT.

The Army's OIB currently lacks a repeatable, enterprise-wide methodology to guide its transformation, which impedes its ability to adapt to contested logistics, emerging technologies, and industrial vulnerabilities. This gap results in fragmented modernization efforts and sub-optimal allocation of resources, creating risk for the future force.

The objective of this Call for Solutions is to procure an independent, solution-agnostic transformation partner to engineer, develop, and help institutionalize a Government-owned enterprise transformation capability. The Government does not seek a predetermined technical product or a contractor to implement solutions. Instead, this Call seeks innovative and repeatable methodologies that will equip the Government to improve enterprise-level decision-making. The partner will facilitate this transformation, while the Government retains all authority for policy, prioritization, investment, and operational decisions.

3. REQUIRED AND DESIRED SOLUTION ATTRIBUTES.

Offerors should propose a comprehensive methodology capable of achieving the following objectives.

Required Attributes (Non-negotiable):

• Methodology-Centric: The proposed solution must be a detailed and repeatable transformation methodology, not a specific materiel product, software, or implementation service.

• Preservation of Governmental Functions: The methodology must be explicitly designed to ensure the Government retains all decision authority. The partner’s role is to facilitate analysis and develop objective courses of action, not to perform inherently governmental functions or determine policy.

• Solution Agnostic & Vendor Neutral: The methodology must be engineered to be completely independent and objective, capable of evaluating any potential implementation solution without bias toward proprietary products or vendors. This is a strict Organizational Conflict of Interest (OCI) requirement.

• Knowledge Transfer: The proposal must include a robust and detailed plan to transfer the methodology and associated processes to Government personnel, ensuring an enduring, self-sustaining enterprise capability is established.

Desired Attributes (Will be viewed favorably):

• Integrated Methodological Approach: Demonstrates innovation by integrating disciplines such as industrial engineering, systems thinking, decision science, digital engineering, data analytics, and military planning methodologies.

• Enterprise-Wide Assessment Capability: A proposed process to assess the current state of the OIB enterprise, including its constraints, supply chain, workforce, facilities, and digital maturity, with a focus on enterprise optimization over local improvements.

• Future-State Development: A structured and repeatable process for developing multiple future-state operating concepts and objective courses of action for Government decision-makers.

• Decision Support Framework: A methodology to provide objective decision support, including trade studies, alternatives analysis, and investment prioritization frameworks, to inform Government choices.

• Governance and Performance: A proven approach to engineer and recommend enterprise governance structures, decision processes, and Key Performance Indicator (KPI) frameworks to measure transformation progress.

• Roadmap Engineering: The ability to translate Government-approved objectives into executable, phased implementation roadmaps that align 1–3 year operational priorities with 4–7 year modernization goals.

4. AWARDING INSTRUMENT

The Call will be awarded in accordance with the Army Open Solicitation procedures detailed within Solicitation W9128Z-25-S-A002, found here:
