About this file

This is a Questions and Answers document for a federal contract opportunity for Enterprise Transformation Capability for the Army's Office of the Installation Backbone (OIB), solicitation number PANRSA-26-P-0000 034783 / W9128Z-25-S-A002.

The Government is seeking a solution-agnostic, vendor-neutral enterprise advisory partner to provide systems engineering, technical direction, and preparation of specifications and roadmaps for Army transformation initiatives. The anticipated IDIQ contract has a ceiling of $50 million with an ordering period of five 12-month periods (60 months total). Offerors may propose their own labor categories at the IDIQ level, as the Government seeks innovative, commercial solutions that may vary by solution. The awardee and any teammates or subcontractors performing advisory or requirements-generation work will be restricted from competing for subsequent implementation work, consistent with FAR Subpart 9.5 regarding conflicts of interest. This Call for Solutions is designated as full and open competition and is not currently designated as a 100% small business set-aside, though the Government will determine set-aside status following Phase 1 evaluations. The Government is actively seeking broad industry participation and multiple innovative approaches, and any offeror, including those without prior engagement on the requirement, may submit a competitive response.

Questions & Answers

1. Regarding the vendor-neutrality and OCI requirements in Sections 3 and 8 — does the Government anticipate that the awardee of this transformation-partner effort would be restricted from competing for implementation work subsequently identified through the methodology, and does that restriction extend to teammates and subcontractors?

Answer: Yes. The fundamental objective of this Call for Solutions is to acquire a solution-agnostic, vendor-neutral enterprise advisory partner. Consistent with FAR Subpart 9.5, an awardee that provides systems engineering, technical direction, or prepares specifications/roadmaps for this enterprise transformation capability will be restricted from supplying the underlying materiel, software, or direct implementation services downstream. This restriction applies to the prime contractor and any teammates or subcontractors performing advisory or requirements-generation work under this effort.

2. Is an anticipated IDIQ ceiling, ordering period, or first task order scope available?

The Solution Brief requires a total estimated out-the-door price, and an indication of magnitude would allow offerors to propose a schedule and price grounded in the Government's intended scope.

Answer: The anticipated IDIQ ceiling is $50M and the ordering period will be five (5) 12-month ordering periods for a total of 60 months. The Government will advise on the intended first Task Order scope following Phase 1 evaluations to any vendor proceeding to Phase 2 and/or 3.

3. Will the Government identify the labor categories to be priced at the IDIQ level, or should offerors propose them?

Answer: Offerors may propose labor categories at the IDIQ level as the Government is seeking innovative, commercial solutions and these labor categories may vary upon the solution.

4. Can you kindly confirm that this AOS is a 100% SB set-aside?

Answer: This is not designated as a 100% SBSA at this time. The Call for Solutions serves as initial market research and allows for Phase 1 selections. The Government will not be able to advise on if this is 100% SBSA until Phase 1 evaluation is complete. Under Army Open Solicitation (AOS), all Calls for Solutions are considered full and open competition to obtain innovative, commercial solutions from all of industry unless otherwise designated in the call.

5. Is the Government seeking to broaden industry participation and evaluate a range of approaches?

Answer: Yes, the Government is seeking a broad range of industry feedback and participation. The intent is to obtain several innovative, commercial solutions to evaluate.

6. Or has the Government already received substantial engagement from firms with demonstrated experience in this area?

Answer: The Government will not disclose the amount of participation from other industry partners at this time.

7. Given the compressed response period, does the Government believe an offeror that has not previously engaged on this requirement can still submit a competitive response?

Answer: Yes, any offeror that has not previously engaged on this requirement is still able to submit a competitive response.
