SOURCES SOUGHT NOTICE

Bulk Propane Supply Purchase and Delivery

THIS IS A Sources Sought Notice ONLY. The U.S. Army, Army Contracting Command (ACC), Mission & Installation Contracting Command (MICC) – Dugway Proving Ground (DPG), UT is issuing this sources sought notice to conduct market research and identify parties interested in supporting the requirement for Propane Supply and Delivery at DPG.

The intention is to procure this supply on a competitive basis. Based on the responses to this notice, this requirement may be set-aside for small business, including socioeconomic categories (in full or in part) or procured through full and open competition. We encourage all small businesses in all socioeconomic categories (including 8(a) Business Development Program, Small Disadvantaged Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns) to identify their capabilities in fulfilling this requirement at a fair market price to facilitate potential set-asides.

This notice does not constitute a Request for Quote (RFQ), Invitation for Bid (IFB), or Request for Proposal (RFP), nor does it promise to issue any of the aforementioned in the future. The U.S. Government is not seeking quotes, bids, or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S.

Government will not reimburse any costs incurred in response to this notice. Submittals will not be returned to the responders. The determination not to compete this requirement, based upon responses to this notice, is solely within the discretion of the Government. If a competitive solicitation is released, it will be synopsized on the Governmentwide Point of Entry (GPE), sam.gov. It is the responsibility of potential offerors to monitor the GPE for additional information regarding this requirement. The anticipated NAICS code is 457210 – Fuel Dealers, and the size standard is 100 Employees.

The contractor shall provide all personnel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform propane delivery and supply services as defined in the DRAFT Performance Work Statement (PWS) attached to this announcement (Attachment 1). The contractor shall ensure that propane tanks, both government-owned and contractor-owned, maintain usable fill levels, with a minimum requirement of 20% tank capacity for tanks greater than 30 gallons. The contractor will be responsible for accurate accounting, invoicing, and reporting as required by the contract. There shall be no propane outages on the installation unless approved by the Contracting Officer (KO) or the Contracting Officer Representative (COR). The contractor must ensure all enclosures around propane tanks are secure and promptly notify the COR of any issues.

Dugway Proving Ground (DPG) is situated in a remote area approximately 90 miles southwest of Salt Lake City, UT, with significant distances to the nearest town and natural gas infrastructure. Due to the lack of natural gas within 40 miles, DPG relies on propane for its energy needs. The installation has propane tanks ranging in size from 5 gallons to 30,000 gallons, primarily owned and maintained by the current contractor. A tank list is provided in Attachment - Tank List, detailing delivery locations, capacities, tank ownership, and addresses. The Government reserves the right to add or delete tanks as necessary during the contract term, with notifications communicated via email.

In Response to the Sources Sought, Please Provide:

1. Name of the firm, point of contact, phone number, email address, commercial activity/government entity (CAGE) code, Unique Entity Identifier (UEI) number, corresponding NAICS code, identify business size (large business or small business), and if applicable, a statement regarding small business status (including small business type(s)/certifications such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code.

2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Identify subcontracting, joint ventures, or teaming arrangements that will be pursued, if any.

3. Information in sufficient detail regarding previous experience (indicate whether as a prime contractor or subcontractor) on similar requirements (including size, scope, complexity, timeframe, government or commercial), pertinent certifications, etc., that will facilitate making a capability determination.

4. Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability.

5. Information to help determine if the requirement is commercially available, including pricing information, and the basis for the pricing information (e.g., market pricing, catalog pricing), delivery schedules, customary terms and conditions, warranties, etc.

6. Identify how the Army can best structure these contract requirements to facilitate competition among small business concerns.

7. Identify any condition or action that may be having the effect of unnecessarily restricting competition with respect to this acquisition and identify alternatives or solutions. Also contact the MICC Advocate for Competition, Mr. Scott Kukes, at scott.d.kukes.civ@army.mil or 210-466-3015, if you believe this action, is unreasonably restricting competition. Include the subject of the acquisition, this announcement, and the MICC POC information from the Sources Sought Notice.

Provide the specific aspects that unreasonably restrict competition and the rationale for such conclusion. Recommendations to improve the approach/specifications/draft PWS/PRS for acquiring the identified services.

Responses must be submitted no later than 10:00 AM (Mountain Daylight Time) on February 24, 2026 to Contract Specialist, Amy M. Eilerts at amy.m.eilerts.civ@army.mil. All correspondences shall reference the sources sought announcement number W911S626QA009 Amendment 1.
