About this opportunity
The Department of the Army West Virginia Army National Guard seeks delivery of 10,000 gallons of bulk on-road diesel fuel in two increments, with proposals due July 22 at 7:00 AM. This is a Total Small Business set-aside, specifically women-owned small business.
Place of performance is Glen Jean, West Virginia (409 Wood Mountain Road, Glen Jean, WV 25846). CLIN 0001 requires 5,000 gallons delivered within a 24-hour window between July 25–27, 2026; CLIN 0002 requires 5,000 gallons delivered August 4, 2026. The Government will award a single firm-fixed-price contract to the lowest-priced, technically acceptable vendor. Pricing must be all-inclusive, covering transportation and all fuel market price fluctuations, with prices firm throughout the contract period. FOB is destination, and the contractor bears transportation costs. Inspection and acceptance occur at the delivery destination with government validation of gallons received. Payment is via Wide Area WorkFlow electronic invoicing to DoDAAC W90TUE.
Vendors must certify in a Vendor Capability & Delivery Confirmation section that their fuel terminal dispatch location is within realistic driving distance, confirm whether they will use their own transport trucks or subcontract delivery, and guarantee ability to strictly meet specified delivery dates. The awarded vendor must contact the Contracting Point of Contact at least 24 hours prior to each delivery for site access coordination. Standard commercial bulk offloading procedures apply with no specialized filling requirements. The Government makes no representation or guarantee of future volume requirements beyond those explicitly listed, as future needs depend on fluctuating military mission requirements. NAICS code is 324110 (Petroleum Refineries) with a 1,500-employee size standard. PSC code is 9140 (Fuel Oils). Contracting Officer Juan H. Arevalo: juan.h.arevalojimenez.civ@army.mil or 304-473-5226.
