About this file
This is a Solicitation Amendment document containing vendor questions and answers for federal contract W912L8-26-Q-A034, BSA Support Bulk Fuel, issued July 17, 2026. The document addresses three inquiries from potential offerors regarding delivery requirements and site specifications.
The requirement is for a one-time, standalone delivery of 10,000 total gallons of bulk fuel, to be delivered in two 5,000-gallon increments to a single ground-level 5,000-gallon storage tank (Fuel Point) located at 409 Wood Mountain Road, Glen Jean, West Virginia. Standard commercial bulk offloading procedures apply with no specialized filling requirements; the tank will be filled to capacity during each scheduled delivery. The awarded vendor must contact the Contracting Point of Contact at least 24 hours prior to each delivery for site access coordination and clearance. The Government clarifies that this solicitation addresses only the specified quantities and makes no representation or guarantee of future volume requirements beyond those explicitly listed, as future needs depend on fluctuating military mission requirements.

SOLICITATION AMENDMENT / VENDOR QUESTIONS & ANSWERS
Solicitation Number: W912L8-26-Q-A034
Project: BSA Support Bulk Fuel
Date: July 17, 2026
The following questions have been received from potential offerors regarding the subject solicitation. The Government’s official responses are provided below for the benefit of all interested parties:
Question 1: What are the exact locations, sizes, and number of storage tanks at the delivery site (409 Wood Mountain Rd, Glen Jean, WV)?
Government Response: Deliveries will be offloaded directly into a single, ground-level 5,000-gallon bulk storage tank (Fuel Point) located at the specified delivery address.
Question 2: Are there any specific fill procedures, tank filling plans, or site access requirements?
Government Response: There are no specialized or unique filling procedures; standard commercial bulk offloading procedures apply. The tank will be filled to capacity during each scheduled delivery. For site access, the awarded vendor must contact the Contracting Point of Contact (POC) at least 24 hours prior to delivery so the site can be alerted and cleared for entry.
Question 3: What is the historical annual gallonage or projected future volume requirements for this location?
Government Response: This inquiry is not applicable to the current acquisition. This solicitation is for a one-time, standalone requirement for 10,000 total gallons (delivered in two 5,000-gallon increments). Future volume requirements are entirely dependent on fluctuating military mission needs, and the Government makes no representation or guarantee of future requirements beyond the quantities explicitly listed in this solicitation.
