About this file

This is a Request for Quote (RFQ) for bulk on-road diesel fuel delivery issued by the West Virginia Army National Guard.

The solicitation (W912L826QA034) seeks delivery of 10,000 total gallons of bulk diesel fuel through two separate line items (CLINs). CLIN 0001 requires 5,000 gallons delivered to 409 Wood Mountain Road, Glen Jean, WV 25846 within a 24-hour window between July 25-27, 2026. CLIN 0002 requires 5,000 gallons delivered to the same location on August 4, 2026. The Government intends to award a single firm-fixed-price contract to the responsible vendor submitting the lowest price and deemed technically acceptable. Pricing must be all-inclusive, covering transportation costs and all fuel market price fluctuations, with prices remaining firm throughout the contract period. The offer due date is July 22, 2026 at 7:00 AM. Contracting Officer Juan H. Arevalo may be reached at juan.h.arevalojimenez.civ@army.mil or 3044735226. This is a women-owned small business set-aside with a 100 percent North American Industry Classification System (NAICS) code of 324110 and size standard of 1500 employees.

Vendors must complete a Vendor Capability & Delivery Confirmation section certifying their fuel terminal dispatch location is within realistic driving distance, confirming whether they will use their own transport trucks or subcontract delivery, and guaranteeing their ability to strictly meet the specified delivery dates. Inspection and acceptance will occur at the delivery destination with validation of gallons received by a government representative. FOB is destination, with the contractor bearing transportation costs. Payment will be made via Wide Area WorkFlow (WAWF) electronic invoicing to DoDAAC W90TUE.

NG Protest Procedures

NG Agency Protest Program is intended to encourage interested parties to seek resolution of their concerns with the National Guard (NG) as an Alternative Dispute Resolution forum, rather than filing a protest with the Government Accountability Office (GAO) or other external forum. Contract award or performance is suspended during the protest to the same extent, and within the same time periods as if filed at the GAO. The NG protest decision goal is to resolve protests within 35 calendar days from filing. An agency protest may be filed with either the Contracting Officer or the NG Agency's Protest Decision Authority, but not both, in accordance with NG protest procedures.

To be timely, the protests must be filed with the periods specified in FAR 33.103. To file a protest under the NG Agency Protest Program, the protest must request resolution under that program and be sent to the address below:
