About this opportunity

The U.S. Embassy in Harare, Zimbabwe, through the Department of State, is soliciting quotations for the supply and delivery of bulk fuel consisting of low-sulfur diesel (50ppm) and unleaded petrol with a minimum octane level of 93 RON. The procurement covers an estimated annual requirement of 1,300,000 liters of diesel and 20,000 liters of petrol to be delivered to the embassy's storage facility. Contractors must be registered in the System for Award Management (SAM) database and hold a valid Zimbabwe Energy Regulatory Authority (ZERA) license to be eligible for award. The government intends to make multiple awards to the top two lowest-priced, acceptable, and responsible offerors based on initial offers without discussion. The solicitation includes specific requirements for delivery trucks equipped with calibrated flow meters and safety equipment, compliance with extensive safety and operational standards, and maintenance of sufficient fuel reserves. Quotations are due by August 18, 2025, with responses posted on July 17, 2025.

This solicitation does not utilize any set-aside designation and is open to all responsible sources. The contract structure will be a firm fixed-price type with economic price adjustment provisions, covering a base year performance period with four optional one-year extension periods that may be exercised by the government. The pricing structure includes a separate line item for excise duty, with payment to be made via electronic funds transfer within 30 days of invoice receipt. Performance will take place in Zimbabwe, specifically at the U.S. Embassy Harare facility where contractors must deliver fuel directly to the embassy's storage systems. The solicitation emphasizes safety protocols, emergency procedures, and vehicle inspection requirements as critical components of successful contract performance.
