This pre-solicitation notice is for bulk fuel services at Keesler Air Force Base in Mississippi. The Defense Logistics Agency Energy seeks to award a firm-fixed price contract to provide non-personal, government-owned and contractor-operated aircraft and ground fuel services and storage distribution. The services include management, operation, maintenance, product quality surveillance, inventory control, accounting, security, safety, and environmental protection. A best value source selection utilizing the Lowest Price Technically Acceptable process will be conducted in accordance with FAR 15.101-2. The period of performance is a four-year base period and one five-year option period, with an additional six-month extension option if necessary. The deadline for proposals is December 15, 2021.

This will be a 100% set-aside for Service-Disabled Veteran-Owned Small Businesses under NAICS 493190 with a $30 million size standard. The pre-proposal conference date is to be determined. Offerors must register in the System for Award Management and Procurement Integrated Enterprise Environment prior to responding. Solicitation number SPE603-21-R-0513 will be issued on Contracting Opportunities at beta.SAM.gov in September 2021. The potential value is unknown but covers fuel services through August 2031.

The Defense Logistics Agency (DLA) Energy anticipates issuing a Request for Proposal (RFP) for non-personal, Government-owned, Contractor Operated (GOCO) Aircraft & Ground Fuel Services and Storage Distribution services at Keesler AFB, MS.  Bulk Storage operations shall be performed using best commercial practices and guidelines in accordance with (IAW) all applicable Local, State and Federal regulations. The Contractor shall be responsible for and furnish as required all personnel, equipment, and/or material necessary for providing these services. The services include management, operation, maintenance, product quality surveillance, inventory control and accounting, security, safety, and environmental protection of Keesler AFB.

This procurement will be a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB ) Set-Aside, under NAICS 493190 (Other Warehouse and Storage) with a size standard of $30 million dollars. A best value acquisition strategy using the Lowest Price Technically Acceptable process in accordance with FAR 15.101-2 will be used for this acquisition. The Government anticipates awarding a firm-fixed price contract from this solicitation.  The period of performance is September 1, 2022 through August 31, 2026 for a four-year base period and one five-year option period from September 1, 2026 through August 31, 2031 in accordance with (IAW) FAR 52.217-9. Additionally, the option to extend, not to exceed six months, will be included IAW FAR 52.217-8. The contract award will be subject to FAR 52.222-41, The Service Contract Labor Standards (formerly known as the Service Contract Act of 1965).

All responsible SDVOSB sources may submit an offer which will be considered for award.

The solicitation is anticipated to be issued to Contracting Opportunities website at www.beta.SAM.gov in September 2021. The pre-proposal conference date and time is to be determined. Interested companies responding to the solicitation will be required to register in the System for Award Management (beta.SAM.gov) and Procurement Integrated Enterprise Environment (PIEE) formally Wide Area Workflow (WAWF).
