About this opportunity

This pre-solicitation notice is seeking proposals to provide bulk fuel services and storage distribution at Keesler Air Force Base in Mississippi on a non-personal government-owned contractor-operated basis. The Defense Logistics Agency Energy intends to issue a request for proposal for management, operation, maintenance, quality control, inventory management, security, safety, and environmental protection services. A best value determination will be made using the lowest price technically acceptable process. Proposals will be evaluated against the requirements outlined in the forthcoming RFP. Interested parties should register in SAM.gov and PIEE in preparation for the anticipated solicitation to be issued on those sites in 2021, with questions for the pre-proposal conference to be determined.

This procurement is set aside exclusively for service-disabled veteran-owned small businesses under NAICS 493190 with a size standard of $30 million. The contract will be awarded as a firm-fixed price agreement for a four-year base period and one five-year option period to provide these services through August 2031. The single award is subject to Service Contract Labor Standards. The government estimates a value of approximately $30 million over the nine-year period of performance based on fuel quantities handled and storage requirements at Keesler Air Force Base.

THIS IS A REVISION TO PRESOLICITATION NOTICE SPE603-21-R-0513 ORIGINALLY PUBLISHED AUGUST 16, 2021, CHANGED DUE TO FY22 SOLICITATION NUMBER CHANGE.

The Defense Logistics Agency (DLA) Energy anticipates issuing a Request for Proposal (RFP) for non-personal, Government-owned, Contractor Operated (GOCO) Aircraft & Ground Fuel Services and Storage Distribution services at Keesler AFB, MS.  Bulk Storage operations shall be performed using best commercial practices and guidelines in accordance with (IAW) all applicable Local, State and Federal regulations. The Contractor shall be responsible for and furnish as required all personnel, equipment, and/or material necessary for providing these services. The services include management, operation, maintenance, product quality surveillance, inventory control and accounting, security, safety, and environmental protection of Keesler AFB.

This procurement will be a 100% Service-Disabled Veteran-Owned Small Business (SDVOSB ) Set-Aside, under NAICS 493190 (Other Warehouse and Storage) with a size standard of $30 million dollars. A best value acquisition strategy using the Lowest Price Technically Acceptable process in accordance with

FAR 15.101-2 will be used for this acquisition. The Government anticipates awarding a firm-fixed price contract from this solicitation.  The period of performance is September 1, 2022 through August 31, 2026 for a four-year base period and one five-year option period from September 1, 2026 through August 31, 2031 in accordance with (IAW) FAR 52.217-9. Additionally, the option to extend, not to exceed six months, will be included IAW FAR 52.217-8. The contract award will be subject to FAR 52.222-41, The Service Contract Labor Standards (formerly known as the Service Contract Act of 1965).

All responsible SDVOSB sources may submit an offer which will be considered for award.

The solicitation is anticipated to be issued to Contracting Opportunities website at www.beta.SAM.gov in  2021. The pre-proposal conference date and time is to be determined.
