The Department of Agriculture Agricultural Research Service seeks epoxy floor coating installation in Building 7 Suite 3 at the National Center for Animal Health in Ames, Iowa, with proposals due May 13, 2026 at 10:00 a.m. Central Time. This is a Total Small Business Set-Aside under NAICS 238330 (Flooring Contractors), with a $19 million size standard.
Place of performance is Ames, Iowa. The base bid covers three animal rooms (3109, 3109A, 3109B); three add alternates cover additional room groups (3111 series, 3113 series, 3115 series). The scope includes shot-blasting and preparing bare concrete, installing 100% solids Rock-Tred SL epoxy flooring in dark grey with 50 mesh quartz traction, a 4-inch integral cove base, and two coats of UV-resistant urethane sealer. Work must complete within 180 calendar days of Notice to Proceed. The contractor must hold an OSHA-certified competent person on site and comply with USDA security protocols including badge access, escorted entry, and advanced personnel registration in a secure containment facility. All work occurs during regular business hours (7:00 a.m. to 3:30 p.m., Monday through Friday). The contractor bears full responsibility for labor, materials, safety, daily HEPA-filtered cleanup, and waste removal.

Prices must remain firm for 60 days from the receipt deadline. Davis-Bacon prevailing wage rates apply. Construction wage rate requirements, Buy American provisions for materials, and federal labor and compliance clauses apply. Amendment 0002 (effective May 4) extended the response deadline to May 13 and added Attachment 19 (Floor Plan with Dimensions) and Attachment 20 (RFI Questions and Answers). Amendment 0001 incorporated FAR clause 52.222-90 (DEI non-discrimination) and AGAR clause 452.203-72 (unenforceable supplier terms).
