About this file
This document is an Amendment 0002 to RFI Questions and Answers for USDA contract 1232SA26Q0439 addressing an epoxy flooring installation project in animal research facilities.
The project involves applying 100% solids epoxy floor coating to ground-level spaces (approximately 470 square feet per area including anti-room, animal entry, and animal room) used for breeding and farrowing sows. The existing substrate is brushed concrete with a 1995 sealer, existing expansion joints, a drainage trough with floor drain, and one floor-mounted gate post to remain. Contractors must seal and repair existing cracks before coating application. The flooring must accommodate sows weighing 400-500 pounds, temporary rubber mats, crates with raised platforms, and regular cleaning with Vircon solution and washdown hoses using water not exceeding 140°F. The texture specification is designed to prevent slipping for animals and caretakers. Contractors may submit alternative 100% solids epoxy products meeting Rock-Tred SL product data sheet specifications; Rock-Tred is distributed by Superior Manufacturing. The quartz blend required is 50 mesh. Work requires propane-powered equipment with proper air monitoring for carbon monoxide and Hot Work Permits, or use of existing 120V-20 amp outlets. Additional scope includes removing and reinstalling stainless steel corner guards with white polyurethane caulking, installing integral cove in trench drain troughs, and removing two interior door thresholds per option while seamlessly installing floor coating over threshold locations. A 3-year contractor workmanship and material warranty is required, with sample warranty letters mandatory in bid packages or bids will be disqualified.

1232SA26Q0439 Amendment 0002 RFI Questions and Answers
1. What is the current flooring in the areas to be worked on? Brushed concrete finish that was sealed with a concrete sealer in 1995 when constructed, existing expansion joints, drainage trough with floor drain, one floor mounted gate post to remain (Do not remove during repair) and existing cracks to seal and repair during project before coating is applied.
2. Are specific material suppliers mandated, or can we submit alternatives for approval? Per addendum we will allow other 100% solids epoxy floor coating systems that meet the requirements on the Rock Tred Spec. sheet that was included in Solicitation and attached to addendum. Rock-Tred was bought by APC, Andover MD and product is distributed by Superior Manufacturing.
3. In the absence of a window or access point to run power to a generator, would it be permissible to connect to the existing three-phase power supply? No, but propane powered equipment may be used in the rooms with proper air monitoring provided by the Contractor for carbon monoxide and a Hot Work Permit during the operation of the equipment with doors to the corridor closed while operating the equipment. Otherwise, existing 120V -20 Amp. outlets need to be used to power necessary equipment for the work.
4. Are there doorways with a minimum width of 32 inches and elevator access available to transport preparation equipment to the third floor? Door openings are 35” clear opening or greater, all work is on ground level.
5. Is a post-installation warranty required? If so, please specify the duration and terms. Yes, 3 year Contractor workmanship and material warranty with any additional manufacturer material warranty beyond 3 years provided to USDA.
6. What will the intended use of the space be? (This will help determine required chemical resistance and traction specifications.) The intended usage is for breeding and farrowing sows to raise piglets for research. The floor will have rubber mats installed in areas for breeding with a boar for a couple weeks then removed. Crates will be placed on the floor with raised tenderfoot platforms to farrow pigs. Sows weighing 400 to 500 pounds will walk on the floor during other time periods. Nipple waters are mounted on the gates and feed troughs are suspended from the gates. The texture is to prevent slipping and injury of the animals and Caretakers. The areas are cleaned and decontaminated with a Vircon solution and rinsed with washdown hoses using water not greater than 140 degrees F.
7. Could you please confirm the type of quartz blend required for this system? 50 mesh quartz.
8. Kindly provide the total square footage for each area so we can calculate and submit an accurate material quotation. The approximate square footage is show on drawing with dimensions attached to solicitation. Each area including anti room, animal entry and animal room is approximately 470 square feet. (Same for each Option.)
9. 1.7 WARRANTY A. Manufacturer shall furnish a single, written warranty covering both material and workmanship for a period of one (3) three full years from date of installation. A sample warranty letter must be included with bid package or bid may be disqualified. Can you elaborate if this is just a manufacturer's warranty, installer's warranty, or joint and several? Provide 3-year Contractor workmanship and material warranty with any additional manufacturer material warranty beyond 3 years provided to USDA.
Items 10 -13 are updated specifications provided not specific questions.
10. Existing stainless steel corner guards shall be removed from two corners in each animal room (two in each for a total of eight if all options are accepted), saved, and reinstalled after the integral base is installed above the edge of the integral base and refastened to the concrete wall. Contractor shall caulk the existing holes with white polyurethane caulk (Vulkem) and caulk the perimeter of the reinstalled stainless steel corner guard that protects the corner caulk joint from animals in the room.
11.Contractor shall include installation of integral cove in the trench drain troughs on the sides and ends.
12.Contractor shall remove the two interior door thresholds and turn over to owner for each option (total of eight if all options accepted) prepare and install floor coating seamlessly over old threshold locations.
13.Contractors shall be allowed to submit 100% solids epoxy product proposals with the specification for consideration that meet or exceed the characteristics described for the Rock-Tred SL product data sheet included in the solicitation attachments.
