About this opportunity
The Department of Energy Office of Science is preparing to solicit Phase I of a Building 510 substation upgrade, a total small business set-aside, with a notice-of-interest deadline of October 23, 2026. Work is performed at Brookhaven National Laboratory (BSA), with place of performance at the Physics Building and north-loading dock parking lot.
The scope encompasses removal and replacement of aging electrical infrastructure in a 1962-era mission-critical facility. The contractor shall remove two medium-voltage substation transformers, one medium-voltage oil switch, and medium-voltage distribution cabling from the existing facility substation. Installation includes a new exterior substation in the north-loading dock parking lot with two new medium-voltage transformers, pad-mounted medium-voltage switchgear, medium-voltage feeders in a new concrete-encased duct bank, transformer and switchgear pads, grounding, and crushed stone.
Government-furnished equipment includes switchgear and transformers; the contractor provides all other labor, supervision, materials, equipment, and services. The existing systems are non-compliant with current building codes, contain hazardous materials, present arc-flash hazards and risk of system-damaging electrical faults, and have repair costs that are prohibitive and could result in extended unplanned outages. The project includes long-lead electrical equipment procurement.
Interested contractors should submit a statement of interest and capabilities statement to Megan Howard, BSA Contract Specialist, at mhoward@bnl.gov, including SAM.gov UEI. The formal solicitation will be posted on SAM.gov at a later date.

Notice of Interest: BSA is seeking interested contractors capable of performing the work describled below and interested in receiving the forthcoming solicitation. The formal solicitation will be issued at a later date and will also be posted on SAM.gov at that time. Note that switchgear and transformers are being provided to the contractor as Government Furnished Equipment (GFE). Interested contractors are invited to submit a statement of interest along with a capabilities statement to BSA's Contract Specialist, Megan Howard, at mhoward@bnl.gov. Please include your Sam.gov Unique Entity Identifier (UEI).
Project Description:
The Physics Building was constructed in 1962 and much of the electrical system, original to the building, is beyond its useful life. These systems are also not compliant with current building codes, contain hazardous materials and need complete upgrades. The existing protective devices may not operate as specified, increasing the potential for arc-flash hazards and system damaging electrical faults. Repairs are cost prohibitive and may lead to extended unplanned outages in this mission critical facility.
The Contractor shall provide all labor, supervision, materials (except as noted below), equipment, and services necessary for complete removal and upgrading of the existing Building 510 electrical substation equipment that feeds the newly replaced electrical distribution switchgear. This project includes the removal of two medium voltage substation transformers, one medium voltage oil switch and medium voltage distribution cabling. The project also includes the installation of a new exterior substation with two new medium voltage transformers, one pad mounted medium voltage switchgear and medium voltage feeders in a new concrete encased duct bank. The new substation will be constructed in the north-loading dock parking lot, complete with new transformer and switchgear pads, grounding and crushed stone. Long lead electrical equipment procurements are planned early in the project and construction of the substation infrastructure can be completed in parallel. Once the cutovers are completed the old transformers and oil switch will be removed from the equipment vault in the basement of Building 510. The Contractor shall not procure the switchgear or transformers under this contract. Installation will be executed in a phased approach in order to minimize electric service disruptions to the building and will provide provisions for future redundant circuit configuration.
