About this opportunity
The U.S. Forest Service seeks hazardous fuels reduction services in post-Hurricane Helene National Forests across Western North Carolina's Cheoah/Tusquitee and Appalachian Ranger Districts, with proposals due July 28, 2026, at 9:00 a.m. ET. This is a Total Small Business Set-Aside with a 500-employee size standard, NAICS 113310.
Place of performance spans Clay, Cherokee, Buncombe, Yancey, and Mitchell Counties on steep, rugged terrain in the Wildland Urban Interface. Work includes logging plan development for 13 units, landing construction and closure (30 landings), tree felling and bucking across 3,098 mandatory acres, helicopter yarding of 260,232 mandatory tons, landing operations, timber hauling, road maintenance and surfacing on 29.64 miles, and tractor-ground removal of 144 tons. Optional work adds 762 acres of felling, 64,008 tons of helicopter yarding, and 5,400 tons of small roundwood removal. Performance period extends from award through September 13, 2028, with work commencement required within 10 calendar days of Notice to Proceed.
This is a firm-fixed-price contract with economic price adjustments tied to Highway Diesel (PADD 1C) and Jet-A fuel indices, adjusted annually 30 days before operating season start. Contractors must price all mandatory and optional items at unit rates; minimum acceptable offers are $0.25 per ton for sawtimber and $0.01 per ton for small roundwood. Service Contract Labor Standards and prevailing wage determinations apply. Stewardship Credits earned from completed work are used first to offset timber value payments before Forest Service funds.
Evaluation weighs Technical Approach at 40 percent, Benefit to Local Community at 30 percent, Relevant Past Performance at 30 percent, and Price approximately equal to combined non-price factors. Technical proposals must address work activity plans, equipment availability, key personnel qualification, production rates, helicopter coordination, landing adequacy, erosion control sequencing, truck-driver availability, secured mill capacity, and material allocation. The Government intends one award but reserves the right to make multiple awards by line item. A post-award conference is required within 10 days at Nantahala Ranger District, Franklin, North Carolina. Four amendments have been issued (through July 17) with revised documents, Q&A responses, spatial data, and clarifications on temporary road construction limits (up to 0.5 mile per unit, 7-mile project maximum), landing locations (may be on private property), and partial unit awards by acreage if budget constraints apply.
