About this file
This is Amendment 0004 to a USDA Forest Service Stewardship Contracting solicitation (12363N26R4012), issued on June 11, 2026, by the USDA-FS Stewardship Contracting Branch in Washington, DC. The amendment distributes additional Questions and Answers (Q&A) received from prospective offerors regarding the stewardship contracting project.
Key clarifications provided in the Q&A include: landings may be located on private property at the awardee's discretion and negotiation with landowners, with no Forest Service requirement to use non-Forest Service lands; treatment units are prioritized in order as listed in Appendix A; temporary road construction is limited to up to ½ mile per treatment unit with a total project cap of 7 miles of new temporary road, with jump-ups excluded from this calculation; a reference to Amendment 3 Q&A regarding a powerline issue at Central Poplar unit; and flexibility in award methodology allowing partial unit awards by acre and amount if budget constraints require it. The proposal due date remains unchanged at July 28, 2026, at 9:00 a.m. ET, with submissions to be emailed to Matt Daigle (matthew.daigle@usda.gov) and Ingrid Anderson (ingrid.anderson@usda.gov). The Period of Performance runs from August 10, 2026, to September 13, 2028.

This amendment shares additional Question and Answers (Q&A) received.
Q.1 Would it be acceptable to have landings on private property?

Q.2 Is there a priority to any of the treatment units?

Q.4 The powerline that runs through Central Poplar makes it impossible to safely work the bottom of that unit, cannot fly over the powerline or the highway below, will this be dropped?
a. Refer to answer in Amendment 3 Q and A on this topic.
Q.5 If quotes come in over budget, is there a plan to award a portion of the work regardless?
a. If funding dictates and it is in the best interest of the government, work items may be awarded by Unit/Acre and for amounts less than the total acreage estimates based on the unit prices quoted. This would be accomplished through discussions if necessary.
