About this opportunity

The Naval Supply Systems Command seeks quotations for packing, containerization, and local drayage services for Department of Defense personal property shipments under the Direct Procurement Method, with quotations due June 18 at 4 PM Hawaii Standard Time and questions due June 15 at 11 AM Hawaii Standard Time. This is a sole-source bridge requirement under FAR 6.103-1 with the Small Business Office's concurrence, foreclosing competition outside the incumbent source. Amendment 1 added attachments 1 and 2 to the solicitation.

Place of performance is Honolulu, Hawaii. The procurement covers two contract line items: CLIN 0001 (Schedule I, Outbound Household Goods and Unaccompanied Baggage) and CLIN 0002 (Schedule II, Inbound services). The period of performance runs July 1 through December 31, 2026. The contractor must furnish all personnel, equipment, facilities, supplies, and materials in accordance with the Performance Work Statement, including pre-move surveys, weighing using state-certified scales, packing per commercial standards, containerization with specified stowage factors, security sealing, military standard marking, and delivery with unpacking and one-time furniture placement. Documentation deliverables include weight tickets, household goods descriptive inventories, packing lists, exception sheets, Government Bills of Lading, and weekly shipment reports. Contractor must maintain cargo insurance of $75,000 per shipment and key personnel including Operations Manager, Quality Control Manager, and Customer Service Representative, each requiring minimum five years of relevant experience including three years with Department of Defense operations.

Performance standards require no more than three percent of shipments incorrectly packed monthly, no more than five percent late pickups/deliveries monthly, 98 percent on-time document returns, 98 percent error-free invoicing, and 100 percent compliance with key personnel requirements. Quality assurance deductions range from five to twenty-five percent of order value for service failures, with maximum deductions not exceeding twenty-five percent per order.

This is an indefinite-delivery requirement with firm fixed pricing. Individual orders range from $200 minimum to $100,000 maximum; the government's overall minimum and maximum ordering authority is $250 to $18,000,000. Award is based on technical acceptability (completed Pricing Worksheet and no exceptions to PWS and solicitation terms), price reasonableness, and responsibility. Large businesses must submit a small business subcontracting plan per FAR 19.109 and DFARS 219.109. The NAICS code is 484210 (Used Household and Office Goods Moving) with a small business size standard of $34.0 million. Quotations must be submitted by email to kyle.p.quintal.civ@us.navy.mil with maximum file size of 10 MB per email. The government intends to award without discussions but reserves the right to conduct them if necessary. Late quotes will not be accepted. The solicitation applies the Revolutionary FAR Overhaul Parts and Deviations and DFARS Publication Notice 20260507 clauses.
