About this opportunity
The 502d Contracting Squadron, on behalf of the 502d Civil Engineer Squadron, intends to solicit a firm-fixed-price commodity purchase order with incidental removal and installation services for 48 each 1.25-ton dedicated outside air system water-source heat pumps at JBSA Fort Sam Houston; responses to this sources-sought market research are due October 26, 2026.
The Government is conducting market research to determine industry capability to furnish and install the units, assess small business socio-economic eligibility under the Rule of Two, evaluate lead times and supply chain constraints, and benchmark warranty and pricing structures. No set-aside is anticipated at this stage.
Work is performed at Buildings B3631 and B3635, San Antonio Military Medical Center Dormitory Annex, totaling approximately 81,694 square feet across three-story dormitories. Contractor shall remove existing WaterFurnace Model UBH015R ceiling-suspended units and install replacements meeting strict salient dimensions: horizontal, ceiling-plenum suspended configuration with right-hand return air arrangement, capable of passing through existing breezeway ceiling access openings without structural demolition. Units must deliver 15,000 BTUH nominal capacity with 160 L/s airflow at 50 Pa ESP and feature low-GWP refrigerant (R-454B or R-32; R-410A prohibited), integral 3.75 kW water-source pre-heat coil with 3-way 2-position control valve, and factory hot gas reheat or bypass for 100 percent outside air continuous dehumidification. Full Building Automation System integration via BACnet IP/MSTP is required. Performance must be completed within 275 days after award. Contractor provides all personnel, equipment, tools, rigging, materials, lifting and safety equipment, condensate and ductwork installation, control wiring, and commissioning. Submit responses by email in PDF format (maximum 10 pages excluding cut sheets) to Lauren Macias (lauren.macias.1@us.af.mil) and Teresa Sullivan (teresa.sullivan.4@us.af.mil).

The 502d Contracting Squadron (502CONS), on behalf of the 502d Civil Engineer Squadron (502CES), is conducting market research to determine:
- The availability and technical capability of industry sources (small and large businesses) to furnish and install 48 each 1.25-ton Dedicated Outside Air System (DOAS) Water-Source Heat Pumps (WSHP) which meet strict salient dimensions and environmental characteristics.
- The appropriate competitive acquisition strategy, including small business socio-economic set-aside determinations (RFO Part 19 Small Business - Rule of Two).
- Standard commercial practices, lead times, supply chain constraints, warranty terms, and pricing structures IAW RFO 10.002(b) Market Research.
