About this file
This is a Sources Sought Synopsis issued by the 502d Contracting Squadron on behalf of the 502d Civil Engineer Squadron at Joint Base San Antonio for market research and planning purposes. The Government seeks to identify industry sources capable of furnishing and installing 48 each 1.25-ton Dedicated Outside Air System (DOAS) Water-Source Heat Pumps (WSHP) with turnkey removal and replacement services at JBSA Fort Sam Houston, San Antonio Military Medical Center (SAMMC) Dormitory Annex, Buildings B3631 and B3635. The requirement is projected as a Firm-Fixed Price (FFP) Purchase Order structured as a Commodity procurement with incidental services for removal and installation.
Key technical specifications include 1.25-ton capacity (15,000 BTUH nominal) with 160 L/s airflow at 50 Pa ESP, horizontal ceiling-plenum suspended configuration with right-hand return air arrangement, and strict access dimension constraints through existing breezeway ceiling openings requiring no structural demolition. Equipment must utilize low-GWP refrigerants (R-454B or R-32, with R-410A prohibited), include integral 3.75 kW water-source pre-heat coil with 3-way 2-position control valve, and factory hot gas reheat/bypass for 100% outside air continuous dehumidification with complete Building Automation System (BAS via BACnet IP/MSTP) integration. The Government is assessing contractor capability regarding small business socio-economic status (Rule of Two), standard commercial practices, lead times, supply chain constraints, warranty terms, and pricing structures. Responses must be submitted via email in PDF format (maximum 10 pages excluding equipment cut sheets) to Contracting Officer Lauren Macias (lauren.macias.1@us.af.mil) and Contract Specialist Teresa Sullivan (teresa.sullivan.4@us.af.mil) by Monday, 26 October 2026 at 12:00 PM CDT.
