About this file

This is a Statement of Work (SOW) for the removal and replacement of Dedicated Outside Air System (DOAS) water-source heat pump units at Joint Base San Antonio Fort Sam Houston.

The project involves the turnkey replacement of 48 failed DOAS units serving three-story dormitory facilities (Buildings 3631 and 3635), totaling approximately 81,694 square feet. The contractor must remove existing WaterFurnace Model UBH015R ceiling-suspended units and furnish and install 48 new 1.25-ton (15,000 BTUH nominal) horizontal package water-source heat pump units with pre-heat coils that meet or exceed the as-built drawing equipment schedule WHP-2. The new units must feature right-hand return air configuration, ceiling plenum mounting, high-efficiency single-stage compressor with environmentally friendly refrigerant (R-454B, R-32, etc.), AHRI/ISO 13256-1 certified water-to-refrigerant coaxial heat exchanger, and integrated safety protection including high/low pressure switches, condensate overflow detection, and freeze protection sensors. The units operate as cooling-only with water source pre-heat coil capability, controlled by 3-way, 2-position control valves, and equipped with hot gas by-pass and/or hot gas reheat for 100% outside air operation.

The contractor shall provide all labor, tools, hardware, equipment, and lifting/rigging/safety equipment necessary for unit removal through designated access openings, condensate line installation, connection of supply/return condenser and hot water lines with isolation valves and strainers, ductwork reconnection, and complete control wiring integration and commissioning. Performance must be completed within 275 days after award at locations 3207 Chambers Pass and 3483 Chambers Pass, San Antonio, Texas 78234. This is classified as a commodity buy with incidental services.
