About this opportunity

The Library of Congress is seeking a contractor to transcribe print magazines into braille format and distribute them to approximately 4,000 subscribers within the National Library Service (NLS) network. The procurement covers services including transcription, braille embossing, printing covers, collating, binding, packaging, and shipping of 38 magazine titles with a combined estimated annual production volume of 55,716 braille pages. Contractors must demonstrate technical competency through a detailed technical proposal limited to 35 pages addressing their technical approach, production capacity, and sustainability, along with a quality assurance plan and the ability to maintain two production lines. The evaluation will use a best-value trade-off approach, weighing technical factors more heavily than price, and will also consider past performance based on blind questionnaires from at least three references completed within the past three years. Proposals are due by February 18, 2025, with the Library anticipating a first-quarter Fiscal Year 2026 award.

This solicitation includes no set-aside designations, though nonprofits serving the blind and print-disabled may receive a 10-percent price preference if their proposals are deemed fair and reasonable. No current incumbent contractors are identified in the solicitation materials. The contract will be structured as a firm-fixed-price with economic adjustment (FFP-EA) Indefinite-Delivery, Indefinite-Quantity (IDIQ) with a minimum value of $5,000 and a ceiling of $20,000,000, covering a five-year base period from November 15, 2025 to November 14, 2030. The Library reserves the right to award either a single IDIQ contract or multiple awards to distribute the work among qualified contractors. The place of performance is Washington, DC 20540, with services delivered to NLS subscribers throughout the network.
