About this opportunity
The U.S. Coast Guard seeks boiler inspection and hydrostatic testing services for 14 units at Training Center Petaluma, with quotations due July 8 by 11:00 AM Central Standard Time. This procurement is set aside for total small business, and the NAICS code is 238220 with a $19 million size standard.
Place of performance is Petaluma, California (599 Tomales Road, TRACEN Petaluma). All work must be completed by September 1, 2026, with performance expected to start immediately upon award. The contractor must provide all personnel, materials, equipment, and supplies necessary to descale and clean boiler heat exchangers; conduct visual inspections; isolate and blank connected boilers; perform hydrostatic testing at 1.5 times maximum allowable working pressure; remove and test pressure relief valves; inspect all welds and connections; and complete USCG Form CG-5519 for each boiler. Work hours are generally 0800–1530 PST, Monday–Friday, though weekend and holiday work may be required.
All contractor personnel performing hands-on work must hold valid California C-4 or C-36 boiler licenses; the license may be held by the prime contractor, a teaming partner, or subcontractor, with the prime responsible for project management and contract oversight. The boilers are modern hydronic units with maximum PSI of 75, not high-pressure steam boilers. The Government will furnish nameplate data and coordinate outages for occupied buildings; the contractor bears responsibility for isolating, draining, and returning units to service, plus correcting any damage at its own expense.
Evaluation criteria are technical approach (40%), past performance (30%), and price (30%), with award to the offeror providing best value. A mandatory site visit is scheduled for July 1 at 10:00 AM PDT; vendor visit requests must be submitted to SMB-FORCECOM-041@uscg.mil at least five business days prior, with all personnel requiring background checks and valid identification. The contract will be firm-fixed-price. Quotations must include three volumes: pricing, a technical proposal not exceeding 30 pages, and past performance data for two relevant contracts completed within the last five years. Submit electronically to SMB-FORCECOM-048@uscg.mil with the solicitation number in the subject line. SAM.gov registration and C-4 or C-36 certification documentation are required at submission. The applicable labor classification is 25010 Boiler Tender under prevailing wage standards for Sonoma County, California.

52.237-1 Site Visit (Apr 1984) Ensuring accurate bid submissions is crucial to the success of our project. Therefore, we strongly encourage all bidders to conduct a thorough site visit to assess the work environment and confirm their ability to fulfill the requirements before finalizing their bids. Offerors or quoters are expected to inspect the site where the work will be performed to gain a comprehensive understanding of the project scope. To facilitate this process, an organized site visit has been scheduled for 01 JULY, 2026, at 10:00 am PDT. Participants are requested to assemble at Building 150 at TRACEN Petaluma.
Contractors seeking access to TRACEN Petaluma to participate in the site visit must request the Commercial Access Form by emailing SMB-FORCECOM-048@uscg.mil. Basis for Award:
Award will be made to the quoter whose quotation offers the best value to the government, considering Technical Approach, Past Performance, and Price. The government will evaluate information based on the following evaluation criteria:
1. Technical Approach. The Government will evaluate the offeror’s technical approach based on the extent to which the proposal demonstrates a clear understanding of the Statement of Work requirements and the ability to execute all specified tasks. The offeror must provide evidence of a valid California C-4 or C-36 license and describe the procedures, personnel qualifications, and equipment (including calibrated pressure gauges and portable hydro pumps) that will be used to perform inspections and hydrostatic testing. The approach should detail safety measures for conducting tests at 1.5 times MAWP and methods for protecting sensitive inline equipment. The evaluation will consider the thoroughness, feasibility, and regulatory compliance of the proposed methodology.
2. Past Performance. The Government will assess the offeror’s past performance in delivering comparable boiler inspection and hydrostatic testing services. Evaluation will focus on the offeror’s track record for quality, timeliness, adherence to safety standards, and completion of required documentation. Information may be drawn from previous contracts, customer references, and other relevant sources to determine the offeror’s reliability and capability to successfully perform the work.
3. Price. Price proposals will be evaluated for reasonableness and consistency with the technical and management approach, as well as overall value to the Government. While price is an important consideration, the Government may select an offer that is not the lowest priced if it is determined that the technical approach and past performance provide greater benefit. The Government reserves the right to make an award to the offeror whose proposal represents the best value.
A quote must comply in all aspects with the requirements and conditions set forth in this RFQ; a quote must meet or exceed all mandatory RFQ requirements. If an Offeror takes exception to any of the terms and conditions of the RFQ or fails to meet any of the requirements of the RFQ, then the Government may consider the quote unacceptable.
A Firm-Fixed Price contract will be awarded to the responsible offeror whose offer fully conforms to this solicitation and is determined to be the most advantageous, considering price and other factors. The Government intends to evaluate offers and award a contract without discussions with Offerors. Therefore, the Offeror’s initial offer should contain the Offeror’s best terms. However, the Government reserves the right to conduct discussions, if necessary.
The Government may reject any or all offers if such action is in the public interest, accept other than the lowest offer, and waive informalities and minor irregularities in offers received.
The anticipated award date is 10 days after solicitation closing date. Only one purchase order is anticipated resulting from this RFQ, however the Government reserves the right to withdraw, modify, or eliminate various aspects of the requirement determined to be too costly or impractical prior to award.
The full text of FAR provisions or clauses may be accessed electronically at acquisition.gov. Offerors must complete entity-level representations and certifications online in the System for Award Management (SAM) in accordance with FAR 52.204-7, System for Award Management – Registration.
