Summary of Statement of Work for Boiler Inspections at TRACEN Petaluma
This Statement of Work (SOW) outlines requirements for boiler inspection and hydrostatic testing services at the U.S. Coast Guard Training Center (TRACEN) Petaluma, located in Petaluma, California. The contractor must inspect and hydrostatically test 14 boilers at 1.5 times the Maximum Allowable Working Pressure (MAWP) and complete all work prior to September 1, 2026. The objective is to ensure operational readiness, safety, and compliance of all designated boilers through thorough inspection, hydrostatic testing, and documentation. The contractor must provide all necessary personnel, equipment, supplies, materials, tools, supervision, and documentation, with all work performed between 0800 and 1530 PST Monday through Friday unless otherwise required. The 14 boilers include various manufacturers (KN, Smith, Lochinvar) located in different buildings across the TRACEN facility.
The contractor must employ qualified personnel who hold valid California C-4 or C-36 boiler licenses and are responsible for descaling and cleaning heat exchangers, conducting visual inspections, blanking off connected boilers, removing/isolating pressure relief valves, setting fill valve PSI appropriately, maintaining boiler water temperature between 70°F and 100°F, visually inspecting all welds and connections upon reaching test pressure, and completing USCG Form CG-5519 for each boiler. The contractor bears responsibility for all necessary tools and testing equipment, certified and calibrated pressure gauges, damage correction at its own expense, and site restoration to pre-work conditions. Key personnel, specifically the Boiler Inspector, are designated and cannot be replaced without Government Technical Representative approval and 15 business days' notice. The Government Technical Representative is CWO Nicholas Greenwell, and deliverables undergo 15 business days of review by the Government with 15 business days allowed for contractor corrections and redelivery.
