About this opportunity
The Department of the Army National Guard, through the 105th Airlift Wing at Stewart Air National Guard Base, seeks quotations for removal of an existing 50-ton chiller and procurement and installation of a new 100-ton chiller (minimum two 50-ton modules) at Building 202 in Newburgh, New York, with quotations due September 11 at 11:00 AM EST. This is a Total Small Business set-aside; NAICS 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a $19 million size standard applies.
Place of performance is Newburgh, NY. The Period of Performance is 30 days, with work conducted Monday through Friday, 0730–1630. The new chiller must be compatible with existing Trane controls, with inside connection piping of 3-3/4". The contractor supplies all personnel, equipment, tools, materials, supervision, and quality control; the Government provides the work location and utilities.
All contractor personnel must complete AT Level I training within 15 calendar days and OPSEC training within 30 days of assignment. The contractor is responsible for refrigerant recovery and disposal per EPA guidelines, OEM startup with startup report, post-installation air balancing at 100% capacity with balancing report, and coordination with Trane Technologies for controls system upgrades and Building Management System integration. Trane Certified Technician commissioning is required. All required reports—air balancing, Trane commissioning, and testing—must be submitted within 14 days after project completion. Quotes must include product cutsheets for the proposed replacement chiller, identification of all subcontractors, and acknowledgment of amendments. The contractor must be registered in SAM.
Wage Determination No. 2015-4159, Revision 34 (dated August 12, 2026) applies. Evaluation criteria are price and technical capability. No bid, payment, or performance bonds are required. Standard commercial insurance, including workers' compensation and general liability, is mandatory. Funds are not presently available; contract award will not occur until appropriated funds become available. Questions should be directed to MSgt Joseph Kugler at joseph.kugler.1@us.af.mil.
Notice text
Enclosed is a Request for Quote (RFQ) for Bldg. 202 Chiller Replacement. If you would like to submit a quotation, please follow all instructions below. Only one (1) award will be made as a result of this announcement.
Quotations are due 11 September, 2026 at 11:00AM EST. Please complete and return the attached Pricing Worksheet and supporting documentation. All quotes and associated documents must be in English. All line items must be priced. Incomplete quotes will not be accepted.
Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available.
The Government will award a contract resulting from this solicitation to the responsible offeror whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate quotes:
(i) Price
(ii) Technical Capability
The Government will conduct a price analysis of all quotes received. Through this technique, the Government will determine whether the price is reasonable, complete and realistic. Quotes must include cutsheet product information on the proposed replacement chiller unit to be installed to allow the government to determine technical merit. In addition, all subcontractors must be identified on page 2 of the attached Pricing Worksheet. Failure to provide this information along with acknowledgement of any amendments will render the quote non-responsive and will be removed from further award consideration. Award will be made to the lowest priced quote that provides sufficient explanation/documentation to demonstrate their ability to conform to the requirements of the PWS. Wage Determination No. 2015-4159, Revision 34 dated 8/12/2026 applies to this procurement. If there are any questions regarding this requirement, please contact Mr. Joseph Kugler by email: joseph.kugler.1@us.af.mil.
All offerors shall be registered in the SAM (System for Award Management) database at https://www.sam.gov prior to submittal of their quote as prescribed under RFO FAR 4.203-1(b). Failure to be registered at time of quote submission may deem the offeror’s quote to be considered non-responsive and eliminated from any further award consideration. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this requirement.
