About this file
This document is a Questions and Answers (Q&A) clarification for a federal contract solicitation involving the replacement of a 100-ton chiller unit. The project requires the contractor to procure and install an equivalent 100-ton chiller (minimum of 2 - 50 ton modules) that is compatible with existing Trane controls. The inside connection piping is 3-3/4", and electrical requirements are specified in accompanying documentation (Picture 1). Equivalent chiller manufacturers are permissible provided they are compatible with Trane controls. Standard manufacturer warranty is acceptable, and submittals for the replacement unit must be included with the bid and approved prior to the 30-day performance period commencing.
The contractor is responsible for all aspects of the project including crane/rigging, transportation, permits, electrical modifications, and removal of the existing unit; the government will only handle fencing removal prior to notice to proceed. This is a prevailing wage project with applicable wage determinations available on Sam.gov. No bid, payment, or performance bonds are required, but contractors must maintain standard commercial insurance commensurate with the project magnitude, including workers' compensation and general liability coverage. Site visits are not mandatory. All required reports—air-balancing, Trane commissioning, and testing reports—must be submitted within 14 days after project completion. Submittals will be reviewed and approved prior to the start of the 30-day performance period.

1. Is a site visit mandatory? If so, please provide the date, time, registration procedure, and point of contact.
There is no mandatory site visit.
2. Are bid, payment, or performance bonds required? Please provide required insurance limits.
No bonds are required. For a project of this magnitude we cannot dictate the levels at which your insurance should cover. Contractors are advised that standard commercial insurance is expected commensurate with the magnitude of this project to ensure the company and its employees are covered for any mishap. Examples include workers’ compensation and general liability insurance.
3. Is the contractor required to use Trane equipment, or may an equivalent 100-ton chiller be proposed?
Equivalent units are permissible; however they must be compatible with Trane controls.
4. Please confirm required electrical voltage, MCA/MOCP, chilled-water flow, connection sizes, and available capacity.
Please refer to picture 1 included in the solicitation for electrical requirements. The inside connection piping is 3-3/4”. Any additional requirements can be addressed by requesting a site visit.
5. Please identify who is responsible for crane/rigging, transportation, permits, fencing removal, and electrical modifications.
In accordance with Section 5.6 of the PWS the fencing removal will be completed by the government prior to notice to proceed. However, all other components (including but not limited to crane/rigging, transportation, permits, electrical modifications, removal of existing unit etc.) are to be provided by the contractor.
6. Please provide any available electrical, piping, controls, sequence-of-operations, and as-built drawings.
See plans provided.
7. Please clarify the required warranty, approved manufacturers, submittal review timeline, and start date for the 30-day period.
Standard manufacture warranty is satisfactory, any manufacturer compatible with Trane controls is permissible, and submittals for the replacement unit will be included with the bid in accordance with Section 5.6 of the PWS, and will be reviewed/approved prior to the start of the 30 day period of performance.
8. Please confirm the required wage classifications and whether any conformance is expected.
This is a prevailing wage project. The applicable wage determination has been included as an attachment to the solicitation page at Sam.gov.
9. Please confirm whether the air-balancing report, Trane commissioning report, and testing reports are due within 14 days after completion.
Confirmed.
Clarification: The new unit shall be sized at a total of 100-tons with a minimum of 2 - 50 ton modules. The Performance Work Statement will be revised to incorporate this clarification.
