About this opportunity

Air Combat Command seeks replacement of a 90-ton Trane chiller and installation of a 500-gallon buffer tank at Building 840, Mountain Home Air Force Base, Idaho, with sealed bids due June 26, 2026. The procurement is a 100% small business set-away with an estimated magnitude between $100,000 and $500,000.

Place of performance is Mountain Home AFB, Idaho. A mandatory site visit is scheduled for June 2, 2026 at 10:00 AM Mountain Daylight Time; questions are due by June 8, 2026 at 3:00 PM. The NAICS code is 238220 (Plumbing, Heating, and Air-Conditioning Contractors); PSC code is J041.

Work must begin within 30 calendar days of award and be completed within 90 calendar days of Notice to Proceed. The contractor must provide all labor, materials, services, oversight, and direction. The new chiller must be a Daikin Model AGZ006F or equivalent, 90-ton capacity with R-32 refrigerant. The buffer tank requires a new reinforced concrete pad. Installation includes vibration isolation, valves, instrumentation, pressure testing, flushing, power and control wiring, BACnet controls integration, manufacturer-certified startup, operation and maintenance manuals, on-site system training, emergency connection tees with isolation valves, refrigerant disposal, as-built drawings, recycled material weight tickets, and a refrigerant service form. All work must comply with current UFC, IBC, IMC, IPC, IECC, NEC, NFPA, ICC, AFETL, and AFI standards. A one-year warranty from final acceptance is required.

The contractor must furnish performance and payment bonds within 10 calendar days of award at 100 percent of the original contract price. Past performance documentation must include two to three recent and relevant projects completed within three years prior to solicitation issuance; evaluation will weigh price and past performance approximately equally. Award will be made without discussions. Buy American requirements apply to construction materials. The contract is firm fixed price with monthly progress payments.

Wage determination requirements apply under the Davis-Bacon Act for building construction in five Idaho counties (Adams, Elmore, Payette, Valley, Washington). Environmental controls and specifications per Mountain Home AFB requirements are mandatory, including an Environmental Protection Plan within 15 days of award and stormwater/solid waste management plans.
