About this file
This is a Questions and Answers document for federal contract solicitation FA489726Q0011 regarding Building 840 Chiller Replacement. The document clarifies submission requirements and project specifications for offerors responding to this request. Offerors must submit only a completed Standard Form 1442 with lump-sum pricing and past performance references; no technical approach narrative is required. Past performance evaluation will be based on the prime offeror's history, not subcontractors or teaming partners, though offerors without relevant past performance will receive a neutral rating rather than unfavorable evaluation. Electronic proposal submission is acceptable by email only. Attendance at the June 2, 2026 site visit is not mandatory for eligibility; the Government will provide photographs and answers to questions submitted by June 7 at 3 p.m. through a solicitation amendment posted to SAM.
Project-specific details indicate the existing chiller electrical feed is 2/0 gauge, which can accommodate a new 250-amp disconnect; contractors must verify actual site conditions per the Statement of Work. Building Automation System integration is not required, though any existing chiller connections must be transferred to the new equipment. The 90-calendar-day performance period begins upon receipt of the Notice to Proceed, with flexibility available if needed for commercial chiller procurement lead time. Daikin Model AGZ006F is the preferred chiller, but equal equipment meeting Statement of Work requirements is acceptable if manufacturer product data is submitted and approved through standard submittal procedures. The Government will provide existing solicitation attachments and site photographs but will not furnish additional as-built drawings, controls drawings, or equipment room layouts.

Questions and Answers
FA489726Q0011- Bldg 840 Chiller Replacement
1. Will the Government consider recent and relevant past performance from a major subcontractor or teaming partner, such as McKenzie Construction & Site Development LLC, as part of the prime Offeror’s past performance submission?
We want to see the past performance from the Prime offeror. If you do not have any past performance to submit that will not be rated against you unfavorably as stated in the Solicitation.
“L-5. Offerors Without Relevant Past Performance: An Offeror that lacks recent and relevant past performance shall affirmatively state so in its Past Performance volume.
Offerors without a record of relevant past performance will not be evaluated favorably or unfavorably on this factor and will receive a "Neutral" rating for the Past Performance evaluation factor.”
2. Please confirm whether offerors who did not attend the June 2, 2026 site visit remain eligible to submit an offer, and whether the Government will provide site visit notes, photographs, attendee list, or answers to questions raised during the site visit.
Yes, anyone who did not attend the site visit is still eligible to submit a quote. All questions are due by June 7th, at 3 pm. All questions we receive will be answered and posted to SAM through an amendment to the solicitation. We will provide pictures with this amendment. Just to clarify, this is a courtesy. We will attempt to get the best pictures possible of the equipment.
3. Please confirm whether offerors are required to submit only the completed Standard Form 1442, lump-sum pricing, and past performance references, or whether a separate technical approach narrative is also required.
Just the completed Standard Form 1442 with past performance references. A technical approach narrative is not required.
4. Please confirm whether electronic proposal submission is acceptable by email, or whether offers must be physically delivered as stated in Standard Form 1442.
Electronic submission is acceptable by email only.
5. Please confirm the existing chiller voltage, amperage, disconnect size, and available electrical capacity.
Per the Statement of work 4.2 “The Contractor shall verify site conditions and any site dimensions needed for design and construction.” The feed to the disconnect is 2/0 which can handle a new 250 amp disconnect.
6. Please confirm whether Building Automation System integration must be performed by a specific base-approved controls contractor.
There should be no BMS required. Any current points or connections landed on the existing chiller will need to be connected to the new chiller.
7. Please confirm whether the 90-calendar-day period of performance includes commercial chiller procurement lead time after approved submittals.
The 90 calendar day begins once you receive the Notice To Proceed. Project manager highlighted extra time can be given to the Period of Performance if needed.
8. Will the Government provide current as-built drawings, controls drawings, equipment room layout, or photographs for proposal preparation?
We will provide pictures in the Questions and Answers amendment to the solicitation.
All attachments currently in the Solicitation regarding drawings is all that will be provided.
9. Please confirm whether the Government will accept Daikin Model AGZ006F or equal equipment that meets the Statement of Work requirements, provided the contractor submits manufacturer product data and receives approval through the standard submittal process. Daikin is the preferred chiller.
