About this file
This document is a set of Questions and Answers related to Request for Proposal (RFP) 19AQMM24R0230 for the Blast Attribute Sensitivity Study (BASS) (1,000 lbs) requirement. The RFP is issued by the U.S. Department of State, Bureau of Diplomatic Security (DS), Physical Security Division (PSD), Research and Development Branch (RD) to evaluate the vulnerability of physical security structural, facade, and window systems, and blast effect mitigation technologies designs.
The key details include:
- The effort shall reproduce and add to previous testing at increased charge size, setback, and additional shapes, providing a total of fifty (50) open air blast tests using 1,000lbs, plus booster, of four charge types (Cast TNT, Flake TNT, ANFO, and C-4).
- The period of performance is to be developed by the bidder based on their proposal.
- Bidders may propose how and where the required testing shall be conducted.
- There is no minimum requirement for the prime contractor's funding allocation versus subcontractors in a teaming arrangement.
- The scope of data analysis is limited to the 50 tests performed under this RFP, not the previous 35 tests.

BLAST ATTRIBUTE SENSITIVITY STUDY (BASS) (1,000 LBS)
RFP - 19AQMM24R0230
Questions and Answers dated 27 Aug 24
Question 1:
I am contacting you regarding the requirement mentioned above. According to the Solicitation, this effort shall reproduce and add to previous testing. I was wondering if it is possible to get the report from the first study, and who was awarded to conduct the first study?
Response:
This information will be discussed/provided post award.
Question 2:
What is the desired Period of Performance for this effort?
Response: The PoP is to be developed by the bidder based upon their proposal.
Question 3:
Do you see any concerns with performing these tests in a surface mine pit? The clear area at the bottom of the pit is large enough that reflected pressure will be well after the timeframe of interest for peak pressure and impulse measurements.
Response: The bidder may propose, detail, and support how they intend to fulfill the requirements of the SOW, to include how and where required testing shall be conducted.
Question 4:
If a teaming arrangement is being proposed, is there a minimum requirement on the funding allocated to the prime as opposed to the subcontractor? (e.g., 51%).
Response: No. This is an unrestricted solicitation.
Question 5:
Will the scope of the data analysis be limited to the 50 tests being performed within this program, or will it also include the 35 tests performed as part of the earlier, precursor tests (mentioned on p. 1 of the SOW)?
Response:
Analysis is only required for the testing required in this SOW.
Question 6:
The SOW does not state the number or location of meetings; we will need this to estimate travel costs.
Response:
The bidder shall recommend the number and location of any meetings as they determine will work best within the proposal/schedule.
Question 7:
In the cost proposal, is it sufficient to provide a single line-item cost for the subcontractor? If the government wishes to see further detail (labor hours, rates, ODCs), that may be obtained directly from the subcontractor at a subsequent time.
Response: Yes.
Question 8:
I am contacting you regarding the requirement mentioned above. According to the Solicitation, this effort shall reproduce and add to previous testing. I was wondering if it is possible to get the report from the first study, and who was awarded to conduct the first study?
Response:
This information will be discussed/provided post award.
