About this file
This is a Quality Assurance Surveillance Plan (QASP) document developed by the U.S. Army Corps of Engineers (USACE) Hydroelectric Design Center to monitor contractor performance on a sample testing contract. The QASP establishes the government's quality assurance procedures and performance standards to ensure the contractor delivers services as specified in the associated Performance Work Statement (PWS). The plan outlines that the contractor is responsible for quality control and management actions to meet contract terms, while the government's role is to perform quality assurance surveillance to verify compliance. The document clarifies that government payment is contingent upon receipt of services meeting specified standards.
The Performance Requirements Summary identifies two primary performance objectives: Task 1 requires 100% completion of testing items as described in the PWS per selected Contract Line Item Number (CLIN), and Task 2 requires 100% completion of reporting as described in the PWS. Both tasks have a performance threshold of 100%, with all deficiencies required to be corrected prior to payment authorization. The Contracting Officer's Representative (COR) is responsible for identifying deficiencies or complaints and directing the contractor to implement corrections. This QASP is directly aligned with the Blanket Purchase Agreement for Sample Testing (Solicitation W9127N26QA092), which establishes a BPA vehicle for testing metal coupons used in quality assurance of government-supplied components, requiring contractor facilities to maintain USACE Materials Testing Center validation and ISO/IEC 17025 certification throughout the agreement period.

Quality Assurance Surveillance Plan (QASP) For Sample Testing
INTRODUCTION
This Quality Assurance Surveillance Plan (QASP) has been developed to evaluate contractor actions while implementing the associated Performance Work Summary (PWS), titled Sample Testing. This plan outlines the procedures and guidelines the Government, USACE – Hydroelectric Design Center (HDC), will use in ensuring the required performance standards or services levels are achieved by the Contractor.
This QASP provides a systematic method to evaluate the services required of the Contractor and provides a means for evaluating whether the Contractor is meeting the performance standards/quality levels identified in the PWS and the Contractor’s quality Control Plan (QCP), and to ensure that the Government pays only for the level of services received.
The Contractor, not the Government, is responsible for management and quality control actions to meet the terms of the contract. The role of the Government is quality assurance to ensure contract standards are achieved.
PERFORMANCE REQUIREMENTS SUMMARY
The Performance Requirements Summary (PRS) in the following table determines if the Contractor meets the performance standards of the contract, as well as provides guidelines for how and when surveillance will be performed. It ensures timeliness, effectiveness, and that the Contractor is delivering the results specified in the contract. Government contract quality assurance will be performed at such times and/or places as may be necessary to determine the services conform to contract requirements. The intent is to ensure that the Government receives the services for which it contracted. The Government will only pay for services received. The following table lists the criteria that will be used to evaluate the contractor’s performance.

Paragraph 5.1, including associated sub-paragraphs
100% of items described in PWS per selected CLIN
Task 2 – Reporting
Paragraph 5.2
100% as described in PWS
STANDARD
The performance threshold is 100%. Correct all deficiencies prior to payment.
PROCEDURES
