About this file

This file is a Blanket Purchase Agreement (BPA) bid schedule for Sample Testing services for the Hydroelectric Design Center under USACE. The BPA establishes pricing and scope for an ISO 17025 accredited laboratory to provide material testing services on metal coupons for hydropower facility components over a five-year period. The Contractor must maintain ISO/IEC 17025 certification and be validated by the USACE Materials Testing Center throughout the agreement duration.

The schedule specifies twelve Contract Line Item Numbers (CLINs) offering various test combinations, with quantities listed as either "TBD" (Year 1) or fixed at 1 unit (Years 2-5). Services include chemical analysis per ASTM A751, tensile testing per ASTM A370, hardness testing per ASTM A370, Charpy v-notch impact testing per ASTM A370, and combustion analysis per ASTM E1019-18. All test reports must be delivered within 14 days of sample receipt, with specimens stored for 30 days post-report. The CLINs range from comprehensive mechanical and chemical test sets to individual test types, plus optional surcharges for small specimen machining and extended storage. Unit prices are listed as "$-0" (placeholder values), and the Contractor must provide all personnel, equipment, supplies, facilities, management, tools, labor, materials, and incidentals necessary to perform services. Disposal of specimens occurs after 30 days unless additional direction is provided, with optional extended storage available upon Government request.
