About this opportunity
The Department of the Army Materiel Command Mission and Installation Contracting Command at Fort Hood is procuring comprehensive maintenance and certification services for biological safety cabinets, barrier isolators, class III glove boxes, and HEPA filters at the DEVCOM Chemical Biological Center's Biotesting Division and West Desert Test Center's Special Programs Division. The contractor must provide all personnel, equipment, and supplies necessary to perform annual maintenance and certification in accordance with the latest Biosafety in Microbiological and Biomedical Laboratories (BMBL) standards and NSF/ANSI 49 requirements for applicable cabinet types. Technicians must be NSF Accredited Class II Biosafety Cabinet Field Certifiers to meet the qualification requirements. The government will use a Lowest Price Technically Acceptable evaluation methodology to assess three-volume proposals covering technical capability, past performance, and pricing. Due to network outage issues at Dugway Proving Ground, the solicitation response deadline was extended from August 4, 2025 at 10:00 AM to August 5, 2025 at 2:00 PM Mountain Daylight Time.
This procurement is designated as a Women-Owned Small Business set-aside under NAICS code 541380 with a size standard of $19,000,000, though no current incumbents or specific award values are mentioned in the documentation. The contract includes a base year and four option years covering maintenance of approximately 70 Class IIA biosafety cabinets, two Type A2 cabinets, two barrier isolators, two clean bench laminar flows, five Class III glove boxes, and 75 facility HEPA filters for BTD, with additional equipment for SPD. The estimated effort is 500 man-hours with work requiring regular scheduled assessments, emergency call-outs, and on-site filter adjustments. Primary performance locations include Dugway Proving Ground in Utah and facilities in Gunpowder, Maryland, with specific work sites in buildings 2029, 4126, and at the Georgia facility. The contract period is anticipated to run from September 2025 through August 2030, with services performed on a four-day work week schedule (Monday-Thursday, 7:00 AM to 5:30 PM) at the remote Dugway facility.
