About this opportunity
The University of California on behalf of Lawrence Berkeley National Laboratory seeks manufacture and assembly of Beam Position Monitor (BPM) Chassis Major Assemblies across Groups B, C, and D for the Advanced Light Source Upgrade (ALS-U) project, with proposals due August 5, 2026. This is a total small business set-aside under NAICS 334418, Printed Circuit Assembly Manufacturing, with a 750-employee size standard.
Place of performance is Berkeley, California. The procurement spans three component groups: Group B comprises three PCB items (AMI, AFE RF A, AFE RF B); Group C includes five board types (SPB2, PMB, LBL208_PMOD, FPD, AFE Backside); Group D comprises two boards (CLK104A, Balun). Offerors may propose for all three groups or any combination. Questions for clarification are due July 23, 2026. The RFP has been updated through August 4, 2026 with three Questions and Answers documents addressing test equipment scope, conformal coating requirements, and BOM availability.
Deliverables are structured in three phases per group: First Article units due within three weeks of award, Production Batch 1 within four weeks of approval, and Production Batch 2 within ten weeks of approval. Total quantities range from 260 to 2,740 units depending on assembly type. Work includes PCB fabrication and population, soldering per IPC Class standards, cleaning and conformal coating as required, in-process and final inspection, and comprehensive documentation including Certificates of Conformance and traceability records. All assemblies must be delivered in ESD-safe materials.
Offerors must complete the ALS-U Supplier Quality Evaluation Survey, submit Representations and Certifications forms, provide technical proposals demonstrating manufacturing capability and quality assurance systems (ISO 9001, ASME NQA-1, or equivalent), and accept Sample Subcontract terms or propose exceptions with business justification. Evaluation criteria assess technical capability, delivery performance, manufacturing capacity, past performance on similar products, and quality assurance systems. Any resulting award will be structured as a fixed-price subcontract under Prime Contract DE-AC02-05CH11231 between the University and the Department of Energy.
