About this file

This is a Questions & Clarifications document for federal contract AA-2026-08 regarding BPM Chassis manufacturing for Groups B, C, and D.

The document clarifies that contractors are not required to provide custom test equipment, specialized test instruments, or post-delivery testing capabilities. Specifically, items such as the LBL208 Golden ZCU216 board, EFV Test Chassis, EPICS IOC Workstation, test harnesses, cables, signal source analyzers, and Vector Network Analyzers will not be provided to contractors and should be ignored for manufacturing purposes. These testing procedures are performed by Lawrence Berkeley National Laboratory (LBNL) after receipt and acceptance of finished products or are part of AMD ZCU216 third-party production testing. Contractors are instructed to quote pricing for PCB, Bill of Materials (BOM), and assembly services only, without functional testing. However, LBNL evaluation will consider contractors' ability to perform functional testing but will not exclude proposals lacking this capability. Pricing proposals must follow the format specified in "Price Proposal, Attachment A" to enable fair comparison.

The document also addresses technical clarifications regarding PCB material specifications and documentation formats. A typo in fabrication notes regarding "Togers 4003" is clarified as "Rogers 4003" or equivalent material. Regarding requested fab drawings with notes in PDF format for the AFE RF B and AMI PCB boards, LBNL confirms that fabrication drawings and notes are embedded in odb++ package files within the manufacturing zip files and are not provided separately in PDF format. All other RFP terms and conditions remain unchanged.

Questions & Clarifications

AA-2026-08

BPM Chassis – Group B, C and D

*Please note that LBNL responses are in blue*

1. There are a lot of custom test equipment and items called out in the test instructions that we would not be able to come up with on our own. Will these items be provided to us?

o LBL208 (Golden ZCU216 board with BPM Config) o EFV Test Chassis o EPICS IOC Workstation (BPM Application xildev5) o Display (part number?)

o Test Wire Harnesses, cable assemblies, adapters, etc.

▪ Specific items called out in test instructions:

● Test cable harness for power

● Loopback cable harness

● Power Cables for LBL 208

● PMOD Cables (qty 2)

● Test Fans (part number?)

No, the above items will not be provided. This testing is based on AMD ZCU216 production testing performed by a third party.

o Additional documentation and files like Wiring Diagrams for test platform, Schematics, DAX, and Scripts

▪ Specific items called out in test instructions that do not appear to be present in files we have available:

● AL-1635-0801-S <FPD PCB Schematic>

● AL-1635-0801-D <FPD PCB Assembly Instructions>

● AL-1635-0801-L <PFD PCB Native>

● AL-1925-6259

The above items are part of a test procedure that is performed by LBL after receipt and acceptance from the contractor. They can be ignored for manufacturing purposes.

● DAX Frequency File

● Multiple custom scripts

The above items are part of the AMD ZCU216 production testing performed by a third party.

o AMI Test Plate

The above items are part of a test procedure that is performed by LBL after receipt and acceptance from the contractor. They can be ignored for manufacturing purposes.

o SD card (is it empty or contain configuration files?)

The above items are part of the AMD ZCU216 production testing performed by a third party.

2. Will the signal source analyzer be provided or will we need to provide it? If so is there a part number or spec for reference?

3. Is the Vector Network Analyzer programmed by the BPM Application? Or do we need to set up the parameters manually?

o If manually are we missing a document? There does not seem to be enough information in the test instructions to define these parameters.

4. What are the S-Parameter Curve requirements? Will the BPM determine if Pass/Fail?

The above items 2, 3, & 4 are part of test procedures that are performed by LBL after receipt and acceptance from the contractor. They can be ignored for manufacturing purposes.

We will quote PCB and BOM items for total required qty for each project and assembly will be quoted as separate lots as required. The quotes will be for PCB, BOM and Assembly, no functional test.

Understood. Evaluation of proposals will include ability to perform functional test, but will not exclude consideration. Pricing should be in accordance with “Price Proposal, Attachment A” so that it can be compared fairly.

Group B Query Table responses:

Query 1: That is a typo. The material should be “Rogers 4003” or equivalent.

Query 2, 3: The fab drawing and notes are embedded in the odb++ package in the manufacturing zip files, and not provided in pdf format.

All other terms and conditions of this RFP remain the same.
